SALARY SCHEDULE.\nComment: Staff recommends that the City Council approve the salary schedules reflecting all City job\nclassifications and associated salaries in order to meet the California Public Employees' Retirement\nSystem (CalPERS) requirements of Government Code § 20636 (b)(1) and California Code of Regulations\n("CCR"), Title 2, § 570.5. Staff also recommends the City Council approve an appropriation totaling\n$197,600 from various City funds.

This item fulfills the requirement per\nthe City's Labor Relations Ordinance to conduct an initial public meeting regarding potential terms of the\nproposed memoranda of understanding.

AN ORDINANCE OF THE CITY OF BEVERLY HILLS AUTHORIZING THE CITY MANAGER TO\nREMOVE CERTAIN CURBSIDE PICKUP ZONES, READOPTING CITY MANAGER AUTHORITY\nTO ISSUE PERMITS FOR OUTDOOR DINING, READOPTING WAIVER OF SPECIAL EVENT\nPERMIT FEES AND REQUIREMENTS FOR OUTDOOR DINING AND ADDING ARTICLE 8 TO\nCHAPTER 4 OF TITLE 4 OF THE BEVERLY HILLS MUNICIPAL CODE; AND\nMAKING FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. First\nReading - Introduction\nComment: On February 7, 2023, the City Council provided direction on codifying certain emergency\nregulations related to COVID-19. The emergency regulations in this proposed ordinance include: (1)\ndelegation of authority to the City Manager to oversee, review, and remove any currently designated\ncurbside pickup zones that were established as a result of COVID-19 if certain criteria are met and (2)\nestablishing maximum fees a third-party food delivery service may charge restaurants and customers.\nThe City Council also provided direction that (1) the delegation of authority to the City Manager to issue\nstreet closure permits and other permits necessary to allow outdoor dining shall continue and (2) the\nwaiver of fees and minimum period for filing an application for a special event permit for outdoor dining\nand participants in OpenBH shall continue until the City Council formally approves a long-term program\nfor OpenBH participants related to the issuance of permits, adoption of fees, and establishment of design\n& operating standards associated with the OpenBH program.
