FOR A TOTAL NOT-TO-EXCEED\nAMOUNT OF $137,300 FOR THE ABOVE SERVICES.\nComment: Staff recommends that the City Council approve an agreement with Housekeys, Inc. to\nprovide affordable housing program consulting services. Staff is also recommending that City Council\napprove a purchase order for a total not-to-exceed amount of $137,300 for the services to be provided.

METRO PURPLE LINE SECTION 2 - REQUEST TO IMPLEMENT FULL CLOSURE OF SOUTH\nCAÑON DRIVE TO FACILITATE APPENDAGE STRUCTURE CONSTRUCTION.\nComment: Staff recommends that City Council move to approve the request by the Los Angeles County\nMetropolitan Transportation Authority (Metro) to temporarily fully close South Cañon Drive at Wilshire\nBoulevard to safely accommodate the construction of an underground appendage structure for the Purple\n(D) Line Section 2 subway station for approximately three months until the first quarter of 2024, with\nrecommended mitigation measures to protect nearby residents.

NORTH CAÑON DRIVE CLOSURE EXTENSION CONSIDERATION.\nComment: Staff recommends that City Council (1) approve an additional one-year extension of the\ntemporary closure of North Cañon Drive at Wilshire Boulevard until December 31, 2024, or sooner when\nthe street closure and soundwall are no longer necessary to mitigate construction impacts in 2024 or\nalternatively (2) approve an additional six-month extension until June 30, 2024 and each future extension\nto consider up to six months until September 2025, which is when the closure extension expires.

AN APPEAL OF THE PLANNING COMMISSION'S JUNE 22, 2023 DECISION APPROVING A\nDEVELOPMENT PLAN REVIEW AND DENSITY BONUS PERMIT TO ALLOW FOR THE\nCONSTRUCTION OF A NEW SIX-STORY, MIXED USE DEVELOPMENT WITH GROUND FLOOR\nCOMMERCIAL USES AND 105 RESIDENTIAL DWELLING UNITS AT 55 NORTH LA CIENEGA\nBOULEVARD.\nA RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS CONDITIONALLY\nAPPROVING A DEVELOPMENT PLAN REVIEW AND DENSITY BONUS PERMIT TO ALLOW\nFOR A NEW SIX-STORY MIXED USE DEVELOPMENT WITH GROUND FLOOR COMMERCIAL\nUSES, 105 RESIDENTIAL DWELLING UNITS ON THE SECOND THROUGH FIFTH STORIES,\nAND ROOFTOP RESTROOMS ON THE SIXTH STORY AT 55 NORTH LA CIENEGA\nBOULEVARD, FINDING THE PROJECT EXEMPT FROM THE CALIFORNA ENVIRONMENTAL\nQUALITY ACT, AND DENYING A RELATED APPEAL.\nComment: On June 22, 2023, the Planning Commission adopted a resolution approving the construction\nof a new six-story, mixed use development with ground floor commercial uses and 105 residential\ndwelling units at 55 North La Cienega Boulevard. Subsequently, a timely appeal of the Planning\nCommission's decision was filed on July 5, 2023, by Lozeau Drury LLP, on behalf of Supporters Alliance\nfor Environmental Responsibility ("SAFER"). This item was continued from the September 12, 2023\nmeeting at the request of the applicant to address additional appeal objections filed by the appellant the\nday of the originally scheduled meeting. It is recommended that the City Council hold a de novo public\nhearing to consider the appeal and adopt a resolution approving the project, and finding the project\nexempt from the California Environmental Quality Act, and upholding the Planning Commission's decision\n(i.e., denying the appeal), which would allow the project to move forward through the City's architectural\nreview and building permit processes.
