C. Accept Resignation of Stephen Vericker from the Parks and Community\nEvents Commission\nRecommendation: To accept the resignation of Stephen Vericker from the\nParks and Community Events Commission effective\nimmediately and direct staff to proceed with filling the vacant\nseat.

D. Receive and File Payment of Claims and Demands for February 2023\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency, the Cathedral City Public\nFinance Authority Board, and the Cathedral City Downtown\nFoundation Board receive and file payment of claims and\ndemands in the aggregate sum of $8,441,110.27 for the\nmonth of February 2023.

E. 2023 SB 821 Bicycle and Pedestrian Facilities Program Funding\nApplication\nRecommendation: To authorize the submittal of a 2023 SB 821, Bicycle and\nPedestrian Facilities Program funding application for two (2)\npotential bike lane improvement Projects; authorize the\nDirector of Engineering/Public Works to authorize a Task\nOrder under the Annual Contract for Traffic Engineering\nServices with STC Traffic Inc., to provide engineering\nassistance and complete the Application(s) for the 2023 SB\n821, Bicycle and Pedestrian Facilities Program funding\nprogram; and, authorize the City Manager to sign all\napplications/letters for the Funding Program.\nCathedral City Page 2

F. Notice of Completion for Via De Anza Street Improvements, Phase I (CIP\n8834)\nRecommendation: To accept and approve the Via De Anza Street\nImprovements, Phase I Project (CIP 8834) as complete; and\nauthorize the City Manager to execute and file a Notice of\nCompletion with the Riverside County Recorder's office; and\nauthorize the release of retention funds to Granite\nConstruction, Inc. upon expiration of the Notice of\nCompletion.

G. California Board of State and Community Corrections Officer Wellness\nand Mental Health Grant\nRecommendation: To accept the 2022-2025 California Board of State and\nCommunity Corrections "Officer Wellness and Mental Health\nGrant" in the amount of $34,402.05.

H. Purchase of two vehicles for personnel assigned to East PACT\nRecommendation: To authorize staff to purchase two vehicles from Quality\nChevrolet of Escondido, which will be utilized by CCPD staff\nassigned to East PACT. The vehicles to be purchased are a\n2022 Chevrolet Silverado 1500 Crew Cab and 2022\nChevrolet Colorado, Crew Cab, with a total price of\n$82,665.15 along with emergency lighting installed on both\nunits at $12,682.79 for a total of $95,347.95.

I. Ratification of Agreement Between the City of Cathedral City and The\nAmerican Federation of State, County and Municipal Employees\n(AFSCME)\nRecommendation: To ratify the agreement between the City of Cathedral City\n("City") and The American Federation of State, County and\nMunicipal Employees ("AFSCME") via the Memorandum of\nUnderstanding ("MOU") for the period of January 1, 2023,\nthrough December 31, 2025.

J. Land and Water Conservation Fund (LWCF) Grant Application Services\nfor Downtown Dog Park\nRecommendation: To approve a task order for MVR Consulting to provide Land\nand Water Conservation Fund (LWCF) Grant Application\nServices for the proposed Downtown Dog Park not to\nexceed $30,000; authorize the Director of\nEngineering/Public Works to execute the task order if it is\ndetermined the location of the Downtown Dog Park is\neligible for the LWCF Grant; and authorize a $30,000\nGeneral Fund Budget Amendment to the Engineering\nProfessional and Technical Services 100-8601 fund.

A. SUP #23-002: Maya La Feria International De Cultura\nRecommendation: To approve Special Use Permit #23-002 and allow the Maya\nLa Feria International De Cultura event to utilize the\nCommunity Amphitheater on Sept. 30-Oct. 1, 2023.

B. Public Arts Commission Arts Education Funding Request: Cathedral\nCity Senior Center Blues/Jazz Concert Series\nRecommendation: To approve an award of $2,800 of Arts in Public Places\nfunds to support the Cathedral City Senior Center's Yves\nEvans Presents Blues/Jazz Concert Series

C. Request 4-year Lease Agreement with Enterprise Fleet Management\nRecommendation: To authorize, effective with fiscal year (FY 2023/2024), a\nlease agreement with Enterprise Fleet Management for (8)\neight Police Department vehicles at an annual cost of\n$93,572.50 with an optional maintenance program of\n$5,432.04 for a total cost of $99,004.40 annually.\nAdditionally, to authorize the installation of emergency\nlighting and equipment for $45,687, including tax.

D. Consulting Agreement with HR Green for Land Development\nEngineering Support\nRecommendation: To approve a Professional Services Agreement with HR\nGreen, Inc. to provide Land Development Engineering\nSupport Consulting Services and Electronic Plan Check\nServices for the amount of $64,000 and $30,000,\nrespectively for not to exceed total of $94,000; and,\nauthorize the City Manager to execute the Agreement.
