A. Waive Full Reading of Ordinances on Agenda

C. Receive and File Payment of Claims and Demands for April 2023\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency, the Cathedral City Public\nFinance Authority Board, and the Cathedral City Downtown\nFoundation Board receive and file payment of claims and\ndemands in the aggregate sum of $7,764,576.27 for the\nmonth of April 2023.

D. Fiscal Year 2023/2024 Appropriations Limit, Gann Initiative Limitation\nRecommendation: To approve the City’s appropriations limit for the fiscal year\n(FY) 2023/2024, Gann Initiative Limitation.

E. Establish the Annual Special Tax for Fiscal Year (FY) 2023/2024 (Rio\nVista Village)\nRecommendation: To adopt a Resolution of the Cathedral City Community\nFacilities District (CFD) No. 2000-1 (Rio Vista Village)\nestablishing the annual special tax for FY 2023/2024

F. Ramon Bridge and Street Widening Project: Approval of Joint Use\nAgreement with Southern California Edison and Underground funding.\nRecommendation: To approve the Joint Use Agreement (JUA) with Southern\nCalifornia Edison Company, for the relocation of Southern\nCalifornia Edison (SCE) facilities east of the intersection of\nRamon Road and San Luis Rey Drive, and authorize the\nCity Manager to execute the JUA; and, authorize the funding\nfor the JUA relocation work in the amount of $158,742 which\nincludes a 15% contingency for unforeseen construction\ncosts with financial responsibilities apportioned to Coachella\nValley Association of Governments (CVAG) in the amount of\n$119,056.50 and the City in the amount of $39,685.50,\nCathedral City Page 2\nrespectively.

A. Approve the CDBG FY 2023-2024 Annual Action Plan\nRecommendation: To approve the FY 2023-2024 Community Development\nBlock Grant (CDBG) Annual Action Plan for submittal to the\nU.S. Department of Housing and Urban Development\n(HUD); and, authorize the City Manager or designee to\nexecute the required certifications; and, execute all funding\nagreements and documents consistent with the FY 2023-\n2024 Annual Action Plan.

On-Call Engineering Services - City Projects Agreement Approvals\nRecommendation: To approve two (2) year Agreements with NAI Consulting,\nInc., Interwest Consulting Group, Fomotor Engineering and\nHR Green Pacific, Inc., for On-Call Engineering Support\nServices for various City Engineering and Public Works\nMaintenance Divisions projects; and, authorize the City\nManager to execute the Agreement documents.

B. On-Call Engineering Services - State and Federal Projects Agreement\nApprovals\nRecommendation: Approve two (2) year Agreements with NAI Consulting, Inc.\nand Interwest Consulting Group for On-Call Engineering\nSupport and Grant Administration Services for State and\nFederally Funded Transportation Projects; and authorize the\nCity Manager to execute the Agreement documents.

C. Cathedral Cove Center Development: Approval of Improvement\nAgreement for Parcel Map No. 37876\nRecommendation: To conditionally approve the Improvement Agreement for\nParcel Map No. 37876 with Cathedral Cove 1.0, LLC, and\nauthorize its execution on behalf of the City by the Mayor\nand City Clerk when all required surety bonds are received\nand deemed acceptable.

D. Approval of the Parks and Community Events Commission (PACE)\nsupport of the Free Movies for Kids at the Mary Pickford Theater 2023\nRecommendation: To approve $400 from the Parks and Recreation\nCommission's (PACE) FY 2022-2023 Small Events Budget\nto support the Mary Pickford Free Movies for Kids Event for\nthe 2023 Summer Program.

Special Use Permit Mayan Festival 2023\nCathedral City Page 3\nRecommendation: To approve Special Use Permit 2023-002 for the Maya La\nFeria International De Cultura to be held October 21, 2023\nthrough October 22, 2023 in the Cathedral City Community\nAmphitheater, Festival Lawn, Civic Center Plaza, Avenida\nLalo Guerrero, and Town Square Park.
