A. Waive Full Reading of Ordinances on Agenda

C. Receive and File Payment of Claims and Demands for July 2023\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency and the Cathedral City\nPublic Finance Authority Board receive and file payment of\nclaims and demands in the aggregate sum of\n$19,978,284.04 for the month of July 2023.

D. Resolution Extending the Service Authority Fee\nRecommendation: Adopt a Resolution of the City Council for Extension of the\nEstablished Service Authority Fee Collection for the\nAbandoned Vehicle Abatement Program

E. Ratification of Traffic Signal Agreement with the City of Desert Hot\nSprings 2023\nRecommendation: For the City Council to approve an Agreement for\nMaintenance of Shared Traffic Signals and Safety Lighting\nbetween the Cities of Cathedral City and Desert Hot Springs;\nand authorize the Mayor of Cathedral City to execute the\nAgreement.

A. City User and Regulatory Fees Update\nRecommendation: Adopt a resolution updating and establishing user and\nregulatory fees.

Vehicle Tow Service Franchise Agreement\nRecommendation: To authorize the City Manager to execute the Vehicle Tow\nService Franchise Agreement (“Agreement”) with Southwest\nTowing and Mohica Towing for a total period of three years\ncommencing on the date the Agreement is mutually\nexecuted, with an option to renew for an additional three\nyear period.

B. Balloon Festival GPS Tourism Grant\nRecommendation: This item is presented for information, discussion and\ndirection only.

C. Professional Services Agreement for STVR Support Services\nRecommendation: Approve a professional services agreement with Deckard\nTechnologies for STVR support services in an annual\namount not to exceed $31,500 and authorize the City\nManager to execute the agreement.

D. Authorization of Cooperative Purchases for equipment and amenities\nfor the Dream Homes Park Project CIP No. 7021\nRecommendation: For the City Council to authorize the City Manager to\nexecute purchase orders or any other required documents in\nthe total amount of $1,191,668.69 for the following:\n· Purchase and installation of fabric shade structures\nwith USA Shade & Fabric Structures, Inc.\n· Purchase and installation of playground equipment\nand soft surface with Landscape Structures, Inc.\n· Purchase of site furnishing with Coast Creation, Inc.\n· Purchase of hardtop shade structures with Icon\nShade Systems Inc.\n· Purchase of exercise equipment with Greenfields\nOutdoor Fitness, Inc.\nAll the above required for the construction of Dream Homes\nPark Project CIP No. 7021.

E. Baseball/Softball Fields Reservation Application and The Fees Policy\nManual for Baseball/Softball Field Reservations\nRecommendation: For the City Council to approve the Baseball/Softball Field\nReservation Application and the Fees and Policy Manual to\nimplement the reservation process for the City's baseball\nand softball fields; and, review and the proposed fee\nstructure for future formal approval.

F. RCTC SB 821 Grant Funding Agreements for the Perez Road Class IV\nSeparated Bikeways and Whispering Palms Trail Class III Bike Routes\nProjects\nCathedral City Page 3\nRecommendation: For the City Council to approve agreements with the\nRiverside County Transportation Commission (RCTC) for\nfunding under Senate Bill 821 (SB 821) Bicycle and\nPedestrian Facilities Program, for the design and\nconstruction of: (I) Class IV separated bicycle lanes on\nPerez Road, and (ii) Class III bicycle lanes on Whispering\nPalms Trail; authorize the City Manager to execute the\nAgreements; and authorize the amendment of the Capital\nImprovement Plan to show the amounts of $680,000 and\n$1,062,000 for Class IV separated bicycle lanes on Perez\nRoad Project and Class III bicycle lanes on Whispering\nPalms Trail Project, respectively.
