Receive and File Payment of Claims and Demands for November 2023\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency and the Cathedral City\nPublic Finance Authority Board receive and file payment of\nclaims and demands in the aggregate sum of\n$11,736,523.90 for the month of November 2023.

D. Second Reading of Ordinance - Expedited Permitting Process for\nElectric Vehicle Charging Stations\nRecommendation: It is recommended that City Council:\n1. Conduct second reading of Ordinance No. ______, an\nOrdinance of the City Council of the City of Cathedral City\nadding Chapter 8.64 to Title 8 of the City of Cathedral City\nMunicipal Code to Create an Expedited Permitting Process\nfor Electric Vehicle Charging Station Systems;\n2. Find that adoption of Ordinance No. __ is exempt from\nCEQA pursuant to Section 15061(b)(3) of the CEQA\nGuidelines; and\n3. Adopt the Checklist for Permitting Electric Vehicles and\nElectric Vehicle Service Equipment (EVSE).

E. Notice of Completion for City-Wide Repaving Projects (CIP No. 8669,\n8665, 8667, 8670)\nRecommendation: To accept and approve the City-Wide Repaving Projects:\nEast Palm Canyon Pavement Rehabilitation (C08669), Da\nVall Street Improvements (C08665), San Eljay Pavement\nCathedral City Page 2\nRehabilitation (C08667), and Public Alley Reconstruction\n(C08670), as final; and, authorize the City Manager to\nexecute and City Engineer to file a Notice of Completion with\nthe Riverside County Recorder's office, respectively; and\nauthorize the release of retention funds to Granite\nConstruction Company (Granite) upon expiration of the\nNotice of Completion.

F. Resolution of Intention to Establish Improvement Area (IA) No. 20 - CFD\nNO. 2006-01\nRecommendation: To adopt a Resolution of Intention to establish Improvement\nArea (IA) No. 20 - CFD NO. 2006-01

G. FLOCK Safety Camera ALPR Contract\nRecommendation: Approve a five-year contract with FLOCK Safety to operate\n21 Automated License Plate Reader (ALPR) cameras for a\ntotal cost of $262,500.

H. HSIP Cycle 9A - 12 intersection Traffic Signal Upgrades Project (C08752)\n- Advantec Contract Amendment No. 2\nRecommendation: To approve a no cost contract amendment to the\nProfessional Services Agreement with Advantec Consulting\nEngineer’s Inc. for the Federal Highway Safety Improvement\nProgram (HSIP) Cycle 9A - 12 Intersection Traffic Signal\nUpgrades Project (C08752) to increase the term of the\nagreement for an additional twelve (12) months; and,\nauthorize the City Manager to execute Amendment No. 2.

I. Ratify Amendments made to Resolution 2023-41 Approving the\nDesignation of Applicant’s Agent Resolution for Non-State Agencies\nauthorizing the City Manager, Financial Services Director and Director\nof Public Works to execute and provide all forms, agreements, and other\nassurances as required for federal financial assistance under Public\nLaw 93-288 as amended by the Robert T. Stafford Disaster Relief and\nEmergency Assistance Act of 1988.\nRecommendation: To ratify the amendments made to Resolution 2023-41\napproving the Designation of Applicant’s Agent Resolution\nfor Non-State Agencies authorizing the City Manager,\nFinancial Services Director and Director of Public Works to\nexecute and provide all forms, agreements, and other\nassurances as required for federal financial assistance\nunder Public Law 93-288 as amended by the Robert T.\nStafford Disaster Relief and Emergency Assistance Act of\n1988.

J. Adopt a Resolution Certifying Completion of Public Improvements in\nTracts No. 37647-1, 37647-2 AND 37647, and authorizing the release of\nsecurities pursuant to HPH Homebuilders 2000, L.P.'s (Developer)\nImprovement Agreements with the City.\nCathedral City Page 3\nRecommendation: To adopt a Resolution, (a): certifying the public\nimprovements constructed within Tract No. 37647-1, Tract\nNo. 37647-2, and Tract No. 37647 by HPH Homebuilders\n2000, L.P., pursuant to these respective Subdivision\nImprovement Agreements with the City, were completed in\naccordance with City standards and specifications; and (b):\nauthorizing the release of Improvement Agreement\nsecurities and deposits for each Tract as described in the\nResolution; and (c): authorize the City Manager to execute\nand the Director of Public Works to file a Notice of\nCompletion for the projects, respectively; and (d): accept\ncertain improvements into the City maintained street system.

K. Adopt a Resolution Certifying the Completion of Public Improvements in\nportions of Tract No. 28639-1 and Tract No. 32858, and authorize the\nrelease of securities pursuant to HPH Homebuilders 2000, L.P.'s\n(Developer) Improvement Agreement with the City and Amendment No.\n2 to that same Agreement.\nRecommendation: To adopt a Resolution, (a): certifying the public\nimprovements constructed within portions of Tract No.\n28639-1 and Tract No. 32858 by HPH Homebuilders 2000,\nL.P. (Developer), pursuant to its Improvement Agreement\nwith the City and Amendment No. 2 to that same\nAgreement, were completed in accordance with City\nstandards and specifications; and (b): authorize the release\nof Improvement Agreement securities and deposits as\ndescribed in the Resolution; and (c): authorize the City\nManager to execute and the Director of Public Works to file\na Notice of Completion for the project, respectively; and (d):\naccept certain improvements into the City maintained street\nsystem.

A. SB 1383 Update and FIND Food Bank Memorandum of Understanding\n(MOU)\nRecommendation: To authorize the City Manager to enter into a Memorandum\nof Understanding (MOU) with FIND Food Bank for the\npurpose of meeting SB 1383 regulatory requirements and\nproviding support to the Cathedral City Edible Food\nRecovery Program.

B. Amendment to Master Schedule of User and Regulatory Fees - Street\nVendor Permit\nRecommendation: Staff recommends the City Council approve a resolution\namending the fee schedule to reduce the code compliance\nCathedral City Page 4\nfees for street vendor permits.

C. Tropical Storm Hilary Equipment Losses\nRecommendation: To authorize a $50,000 expenditure from the Equipment\nReplacement Fund for the required deductible payments to\nreplace two vehicles destroyed during the response to\nTropical Storm Hilary.

D. Update on Emergency Actions Related to Tropical Storm Hilary\nRecommendation: Update on Status of Emergency Proclamation, Resolution\n2023-33.\nUpdate on Emergency Actions taken by City, County, State\nof Federal Agencies.\nPossible consideration of additional measures to be taken.\nCouncil may add items not listed on the agenda pursuant to\nGovernment Code section 54954.2 by majority vote.
