Receive and File Payment of Claims and Demands for December 2023\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency and the Cathedral City\nPublic Finance Authority Board receive and file payment of\nclaims and demands in the aggregate sum of $4,847,724.51\nfor the month of December 2023.

D. Adopt a Resolution Certifying the Completion of Public Improvements in\nportions of Tract No. 28639-1 and Tract No. 32858, and authorize the\nrelease of securities pursuant to HPH Homebuilders 2000, L.P.'s\n(Developer) Improvement Agreement with the City and Amendment No.\n2 to that same Agreement.\nRecommendation: To adopt a Resolution, (a): certifying the public\nimprovements constructed within portions of Tract No.\n28639-1 and Tract No. 32858 by HPH Homebuilders 2000,\nL.P. (Developer), pursuant to its Improvement Agreement\nwith the City and Amendment No. 2 to that same\nAgreement, were completed in accordance with City\nstandards and specifications; and (b): authorize the release\nof Improvement Agreement securities and deposits as\ndescribed in the Resolution; and (c): authorize the City\nManager to execute and the Director of Public Works to file\na Notice of Completion for the project, respectively; and (d):\naccept certain improvements into the City maintained street\nsystem.

Amendment No. 1 to the Professional Services Agreement with CASC\nEngineering and Consulting Inc. for NPDES Program Consulting\nServices\nCathedral City Page 2\nRecommendation: For the City Council to approve Amendment No. 1 to the\nProfessional Services Agreement with CASC Engineering\nand Consulting, Inc., increasing the term of the agreement\nfor an additional seventeen (17) months for consulting\nservices provided to comply with the National Pollutant\nDischarge Elimination System (NPDES) Program\nrequirements; and, authorize the City Engineer to issue Task\nOrders as needed to complete the NPDES Program\nrequirements within existing approved FY 2023-2024 and FY\n2024-2025 budget limits; and, authorize the City Manager to\nexecute Amendment No. 1.

Cooperative Agreement between Coachella Valley Association of\nGovernments (CVAG) and the City of Cathedral City for the Construction\nof CV Link Community Connector Project with the Dream Homes Park\nProject.\nRecommendation: To authorize the Mayor and the City Manager to execute the\nCooperative Agreement between the Coachella Valley\nAssociation of Governments (CVAG) and the City of\nCathedral City for the construction of CV Link Community\nConnector Project with the Dream Homes Park in the\namount not to exceed of $534,404.51.

Traffic Calming Committee Equipment Purchases\nRecommendation: To authorize the City Engineer, on behalf of the Traffic\nCalming Committee, to execute the purchase of temporary\nportable speed humps and respective signage, radar speed\nfeedback equipment, flashing speed limit signage, other\nrelated signage, an enclosed storage trailer with a City logo\nwrap in the total amount of $23,151.17, to implement\ntemporary traffic measures on City streets.\nCathedral City Page 3
