D. 2024 MiChavela Festival SUP\nRecommendation: To approve a Special Use Permit for the 2024 MiChavela\nFestival to be held on Saturday, May 4, 2024, in the Festival\nLawn Annex area.

E. Budget Amendment for Polling Contract\nRecommendation: To authorize a budget amendment in the amount of $42,500\nto cover the cost of a contract to provide public opinion\npolling services.

A. CFD 2006-1, IA #20, Formation, Election and Ordinance Public Hearing\nRecommendation: City Council of the City of Cathedral City, acting on behalf of\nImprovement Area (IA) No. 20 of the City of Cathedral City\nCommunity Facilities District (CFD) 2006-1 (law\nenforcement, police, paramedic, park and general\nmaintenance services), adopt the following:\n· Resolution of Formation determining the validity of\nprior proceedings (Resolution 2024-01, Resolution of\nIntention)\n· Resolution Calling for a Special Election\nCathedral City Page 2\n· Resolution Canvassing the Results of the Special\nElection\n· Introduce the 1st reading of an Ordinance Authorizing\nthe Levy of a Special Tax

A. Veterans 22K Walk Special Use Permit\nRecommendation: To approve Special Use Permit for the Cathedral City\nEvening Rotary's 2024 Veterans 22K Walk on Saturday,\nApril 13, 2024, at Dennis Keat Soccer Park; and, approve\nthe Parks and Community Events Commission's (PACE)\nHydration Station (as part of the event) funding request of\n$500 from the FY 2023-2024 PACE Small Events budget.

B. Resolution Adopting the City's FY 2024-2025 RMRA (SB-1) Projects\nRecommendation: To approve a Resolution adopting the City’s FY 2024-2025\nCapital Improvement Project (CIP) Plan's projects funded by\nSenate Bill 1 (SB-1), the Road Repair and Accountability Act\nof 2017, and to approve the list selected for rehabilitation\ndue to the Tropical Storm Hillary to be funded by SB-1 funds.

C. Award Construction Contract to Granite Construction for the Via De\nAnza Street Improvements Project - Phase III, CIP No. C08841\nRecommendation: To award a construction contract to Granite Construction\nCompany in the amount of $1,016,000 for the construction of\nVia de Anza Street Improvements Project Phase III\n(C08841) and approve a fifteen percent (15%) contingency\nin the amount of $152,400 for any unforeseeable\nconstruction costs; and, approve a budget adjustment in the\namount of $303,803 by allocating funds from the Local\nStreets and Roads Program (SB1) with account number\n248-100-150-156-8800-8802; and, authorize the City\nManager to execute the contract documents; and, authorize\nthe City Engineer to request bonds and insurance for the\nProject, and issue the Notice to Proceed.

D. Reimbursement Agreement with the Coachella Valley Water District\n(CVWD) in conjunction with the upcoming Via De Anza Street\nImprovements Project - Phase III\nRecommendation: To authorize the City Manager to execute a 100%\nReimbursement Agreement with the Coachella Valley Water\nDistrict (CVWD) for the relocation and replacement of a\nwater main at an estimated construction cost of $435,000\nwithin the limits of the upcoming Via De Anza Street\nImprovements Project - Phase III, located along the east\nside of Via De Anza between Olancha Road and Ortega\nCathedral City Page 3\nRoad, and the Arrowhead Road cul-de-sac east of Via De\nAnza.

E. Statewide Community Infrastructure Program (SCIP) Update\nRecommendation: To approve amending Resolution 2015-17 updating the City\nof Cathedral City's participation in the Statewide Community\nInfrastructure Program (SCIP) to allow for both an\nAssessment District and a Community Facilities District

F. Professional Services Contract with Terra Nova Planning and Research,\nInc. for Messenger Project\nRecommendation: To approve a professional services agreement with Terra\nNova Planning and Research, Inc. for planning and\nenvironmental services related to the Messenger\ndevelopment project and authorize the City Manager to\nexecute the agreement with Terra Nova Planning and\nResearch, Inc. and authorize the City Manager to execute a\nreimbursement agreement with Developer for the cost of\nservices.
