13. Award contract to L.M.T. Enterprises, Inc. (dba Tyner Paving Company) in amount of\n$282,686.65 for McCoy Equestrian Center Trailer Parking Area Expansion Project;\nauthorize City Manager to approve cumulative change orders up to ten percent ($28,268) of\nawarded contract amount; and determine project is exempt from review under the California\nEnvironmental Quality Act

Adopt resolution awarding construction contract with Climatec, LLC in amount of $335,611\nto replace numerous components of City Hall Building, Energy Management System,\nwithout need for bidding, authorize City Manager to approve cumulative change orders up to\nten percent ($33,561.10) of awarded agreement amount, and determine project is exempt\nfrom review under the California Environmental Quality Act
