10.\nReceive and file annual reports pursuant to Government Code Section 53411 and adopt\nresolutions of the City Council of the City of Chino Hills acting in its capacity as Governing\nBodies for Community Facilities District (CFD) No. 1 (Rolling Ridge), CFD No. 2 (Los\nRanchos), CFD No. 4 (The Oaks), CFD No. 5 (Soquel Canyon), CFD No. 6 (Carbon\nCanyon), CFD No. 8 (Butterfield), CFD No. 9 (Rincon Village), and CFD No. 10 (Fairfield\nRanch) establishing annual special taxes for 2026 calendar and 2026-27 Fiscal Years

11.\nProvide input and comments to City Manager regarding proposed adjustment to residential\nwaste collection routes

12.\nIntroduce an Ordinance regarding parking fines entitled: An Ordinance of the City of Chino\nHills, Amending Sections 10.04.020 Regarding Parking Fines, 10.08.020 (Prohibited\nStopping, Standing, or Parking), and 10.08.200 (Parking in Handicap Stall) of the Chino\nHills Municipal Code and Finding the Same to be Exempt from the Provisions of the\nCalifornia Environmental Quality Act” for first reading by title only and waive further reading\nand adopt resolution designating specified off-street spaces for exclusive purpose of\ncharging and parking vehicle that is connected for electric charging purposes pursuant to\nCalifornia Vehicle Code Section 22511 authorizing the ticketing and removal of vehicles if\nnot connected for electrical vehicle charging purposes

13.\nReview and file update to City Hall Fire Emergency Declaration in accordance with Public\nConstruction Code 22050 and continue to authorize City Manager to negotiate and execute\nall necessary agreements related to repair and restoration of City Hall under Chino Hills\nMunicipal Code 2.08.065.A.1. on an emergency basis, and determine by four-fifths vote the\nneed to continue existence of local emergency for City Hall Fire pursuant to Public\nConstruction Code Section 22050 until action is terminated\nPUBLIC HEARING(S) -This portion of the City Council Agenda is for all matters that legally require\nan opportunity for public input. Please complete and submit a speaker card to the City Clerk.\nComments will be limited to three minutes per speaker.

14.\nAuthorize execution of 20-year Business Development Agreement with Western Water\nWorks Supply Company in amount of lesser of 50 percent of sales tax generated by\nheadquarters in prior fiscal year or $359,398, with a three percent increase each year to\ncontinue providing economic incentives in form of an economic development subsidy for\nretaining corporate headquarters in Chino Hills

15.\nAdopt resolution approving proposed new fees, fee revisions and increases, and adopting\nthe Master Schedule of Fees, Fines and Penalties effective January 1, 2026 and\ndetermining it is exempt from review under California Environmental Quality Act

16.\nIntroduce Ordinances updating various facilities fees, adopting a Development Impact Fee\nNexus Study and adding park dedications and fees entitled: “An Ordinance of the City of\nChino Hills, Amending Chapter 3.40 (Various Facilities Fees) of the Chino Hills Municipal\nCode, Repealing Resolution No. 2017R-012, Adopting a Development Impact Fee Nexus\nStudy Including a Capital Improvement Plan, Adopting New Fire Facilities Fees and\nIncreased General City Facilities, Traffic Facilities Impact, and Parks and Recreation\nFacilities Fees and Finding the Same to be Exempt From the Provisions of the California\nEnvironmental Quality Act”; and "An Ordinance of the City of Chino Hills, Repealing\nOrdinance No. 66, Repealing Chino Hills Municipal Code (CHMC) Chapter 16.86, Adding\nArticle 14 (Park Dedications and Fees) Authorized by the Quimby Act to Chapter 4 of\nAppendix D of the CHMC, and Finding the Same to be Exempt From the Provisions of the\nCalifornia Environmental Quality Act” for first reading by titles only and waive further\nreading; and adopt resolution adjusting Quimby In-Lieu Fee pursuant to Section 83.041420,\nAppendix A of the Chino Hills Municipal Code and finding same to be exempt from California\nEnvironmental Quality Act

3.\nApprove October 14, 2025, City Council Regular and Special Meeting Minutes

4.\nReceive and file City Officials' Travel Expense and Reimbursement Report regarding trainings\nand/or meetings reimbursed by City, pursuant to Government Code Sections 53232.2 and\n53232.3 and City Official Travel Expense and Reimbursement Policy Section 2.2.5 for period\nof October 14 through October 27, 2025

5.\nAppropriate $930,300 from the General Fund and authorize City Manager to execute\nAmendment No. 41 to Agreement A94-93 (County Agreement 94-765) with San Bernardino\nCounty Sheriff’s Department in amount of $19,647,131 for law enforcement services for Fiscal\nYear 2025-26

6.\nAppropriate $513,965.37 from the PEG Access Fee Fund and authorize execution of\nagreement with Cashel Corporation dba Integrated Media Systems (IMS) for total contract\namount not-to-exceed $870,000 for the Broadcast Room Equipment Upgrade Project

7.\nAuthorize execution of Amendment No. 1 to Agreement No. A2024-163 with Rincon\nConsultants, Inc., increasing total not-to-exceed amount to $250,000 to provide on-call\nplanning services

8.\nIntroduce Ordinances updating the California Building and Fire Codes entitled: “An\nOrdinance of the City of Chino Hills, Repealing Chapter 15.04 of Title 15 of the City of Chino\nHills Municipal Code and Establishing a New Chapter 15.04 of Title 15 Adopting by\nReference and Amending the 2025 Editions of the California Building Code Volumes 1 and\n2, 2025 California Plumbing Code, 2025 California Mechanical Code, 2025 California\nElectrical Code, 2025 California Residential Code, 2025 California Energy Code, and the\n2025 California Green Building Standards Code With Appendices and Amendments\nThereto; Amending Chapter 1.18 of Title 1 of the Chino Hills Municipal Code; Amending\nChapter 8.12 of Title 8 of the Chino Hills Municipal Code; and Amending Chapter 15.18 of\nTitle 15 of the Chino Hills Municipal Code” and “An Ordinance of the City of Chino Hills,\nAdopting by Reference and Amending the 2025 Edition of the California Fire Code and the\n2025 California Wildland-Urban Interface Code With Errata, the 2024 International Fire\nCode, and the 2024 International Wildland-Urban Interface Code Regulating and Governing\nthe Safeguarding of Life and Property From Fire and Explosion Hazards, Hazardous\nMaterials, and From Conditions Hazardous to Life or Property in the Occupancy of Buildings\nand Premises, Safeguarding of Life and Property From Wildfire Within Areas Designated as\nHigh or Very High Fire Hazard Severity Zones, Providing for the Issuance of Permits and\nCollection of Fees, and Repealing and Replacing Chapter 8.16 of the Chino Hills Municipal\nCode in its Entirety” for first reading by titles only and waive further reading, and set public\nhearing for adoption of Ordinances for November 25, 2025 at 6:00 p.m.
