AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH A-ZTECH ELEVATOR\nCOMPANY FOR THE PARKING STRUCTURE ELEVATORS - INTERIOR REMODEL\nPROJECT AND APPROPRIATE PROPOSITION A FUNDS (FUNDING SOURCE:\nPROPOSITION A)\nRecommendation: Staff recommends that the City Council:\nA. Authorize the City Manager to enter into an agreement with A-Ztech\nElevator Company in the amount of $88,850 for the Parking Structure\nElevators - Interior Remodel Project and authorize a ten percent contingency\nin the amount of $8,885, for a total amount not to exceed $97,735; and\nB. Appropriate $97,735 in Proposition A funds to fund the full cost of the\nproject, including the contingency.

ORDINANCE PERMITTING A DENSITY BONUS GREATER THAN WHAT IS REQUIRED BY\nSTATE DENSITY BONUS LAW AND AUTHORIZING A DENSITY BONUS HOUSING\nAGREEMENT FOR THE 56-UNIT TOWNHOME AND LIVE/WORK DEVELOPMENT\nLOCATED AT 1030 WEST FOOTHILL - APPLICANT OLSON URBAN HOUSING, LLC\nRecommendation: Staff recommends the City Council:\nA. Waive further reading and adopt AN UNCODIFIED ORDINANCE OF THE\nCITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA,\nPERMITTING A DENSITY BONUS GREATER THAN WHAT IS REQUIRED\nBY STATE DENSITY BONUS LAW AND AUTHORIZING THE DIRECTOR OF\nCOMMUNITY DEVELOPMENT TO PREPARE AND EXECUTE A DENSITY\nBONUS HOUSING AGREEMENT FOR THE 56-UNIT TOWNHOME AND\nLIVE/WORK DEVELOPMENT LOCATED AT 1030 WEST FOOTHILL\nBOULEVARD (TTM #83751, #22-A06) BY AND BETWEEN THE CITY OF\nCLAREMONT, AND OLSON URBAN HOUSING, LLC; and\nB. Find that this ordinance is within the scope of the Final IS/MND prepared\nfor the project (State Clearinghouse No. 20230406662), adopted September\n13, 2023 by the Architectural Commission, and that under Section 21166 of\nthe California Public Resources Code and Section 15162 of the Guidelines to\nthe California Environmental Quality Act (CEQA), there is no basis for\nsubsequent or supplemental environmental review.\nAttachment(s): Density Bonus Ordinance

6. 2022-23 GENERAL FUND FINANCIAL UPDATE (UNAUDITED) AND PROPOSED\nREVISIONS TO THE CITY’S RESERVE POLICY\nRecommendation: Staff recommends that the City Council:\nA. Direct staff to agendize a discussion at the next City Council Priorities\nWorkshop on the allocation of the $3,413,471 in proceeds from the sale of\nthe 451 West Arrow Highway property;\nB. Allocate and appropriate $1,000,000 of the 2022-23 General Fund surplus\nfor an additional discretionary payment to CalPERS to pay down the\nunfunded liability on the City's employee pension plans;\nC. Allocate $1,000,000 of the 2022-23 General Fund surplus for a\ncontribution to fund the City's Section 115 Pension Trust;\nD. Allocate $1,810,698 of the 2022-23 General Fund surplus to the City's\nOperating and Environmental Emergency Reserve, bringing the reserve\nbalance to $9,337,719 or 30 percent of General Fund operating expenditures\nand transfers out;\nE. Approve the proposed amendment to the City's Reserve Policy (Policy\n10-25), increasing the Operating and Environmental Emergency Reserve\nminimum balance from 25 percent to 30 percent of General Fund operating\nexpenditures and transfers out; and\nF.
