10. AMERICAN RESCUE PLAN ACT (ARPA) UPDATE AND REALLOCATION OF UNSPENT\nFUNDS (FUNDING SOURCE: AMERICAN RESCUE PLAN ACT FUND)\nRecommendation: Staff recommends the City Council:\nA. Reallocate and reappropriate unspent American Rescue Plan Act\nappropriations of $142,036 to the Police Department Women's Locker Room\nAddition Project as allowed by the Obligation IFR;\nB. Authorize the City Manager to execute an amendment to the Inter-Agency\nAgreement with the City Manager's Office increasing the budget amount for\nthe Women's Locker Room Addition to the Claremont Police Station by\n$142,036;\nC. Authorize the City Manager to execute an amendment to the Inter-Agency\nAgreement with the Community Development Department reducing the\nbudget amount for the Business Grant Program by $65,000 and reducing the\nCommuter Rebate Program by $56,839;\nD. Authorize the City Manager to execute an amendment to the Inter-Agency\nAgreement with the Community Services Department decreasing the budget\namount for the Sign Replacement Program by $11,806; and\nE. Authorize the City Manager to execute an amendment to the existing\nprofessional services agreement with Data Climb, LLC, increasing the\ncompensation by $85,000 for a total contract amount of $340,108.

APPEAL OF COMMUNITY AND HUMAN SERVICES COMMISSION DECISION TO DENY\nTHE REQUEST FOR REMOVAL OF ONE CANARY ISLAND PINE TREE AT 347 INDIANA\nAVENUE (FUNDING SOURCE: LANDSCAPE AND LIGHTING DISTRICT FUND)\nRecommendation: Staff recommends the City Council uphold the Community and Human\nServices Commission's decision to deny the request for the removal of the\nCanary Island pine tree at 347 Indiana Avenue.

AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH GALVIN PRESERVATION\nASSOCIATES FOR THE FOOTHILL COUNTRY DAY SCHOOL MASTER PLAN PROJECT\n(FUNDING SOURCE: APPLICANT - FOOTHILL COUNTRY DAY SCHOOL)\nRecommendation: Staff recommends the City Council authorize the City Manager to enter into\nan agreement with Galvin Preservation Associates in the amount of $463,796\nto provide environmental review services for the Foothill Country Day School\nMaster Plan project at 1035 West Harrison Avenue, and to approve a ten\npercent contingency of $46,380, for a total not-to-exceed amount of\n$510,176.

7. AWARD OF CONTRACT TO ALL AMERICAN BUILDING SERVICES AND AUTHORIZATION\nTO ENTER INTO AGREEMENTS WITH PRECISION CONCRETE CUTTING, INC. AND RKA\nCONSULTING GROUP FOR THE 2026 SIDEWALK REHABILITATION PROJECT (FUNDING\nSOURCE: MEASURE R FUND)\nRecommendation: Staff recommends the City Council:\nA. Award a contract to All American Building Services in the amount of\n$570,000 for the sidewalk removal and replacement components of the 2026\nSidewalk Rehabilitation Project, authorize a ten percent contingency in the\namount of $57,000 for a total amount not to exceed $627,000, and authorize\nthe City Manager to execute the agreement;\nB. Authorize the City Manager to enter into an agreement with Precision\nConcrete Cutting, Inc. in the amount of $115,000 for concrete cutting\nservices associated with the 2026 Sidewalk Rehabilitation Project;\nC. Authorize the City Manager to enter into an agreement with RKA\nConsulting Group in the amount of $105,300 for inspection and monument\npreservation services; and\nD. Find this item is exempt from environmental review under the California\nEnvironmental Quality Act (CEQA).

TO\nINCREASE THE BASE CONTRACT RATES AND EXTEND THE TERM FOR ORGANIC\nMATERIAL PROCESSING AND TRANSFER HAULING (FUNDING SOURCE: SANITATION\nFUND)\nRecommendation: Staff recommends the City Council authorize the City Manager to amend the\ncontract with Athens Services, Inc. for organic material processing and\ntransfer hauling, exercising the option to extend for an additional three-year\nterm and increasing the base contract rates.
