Atlantic Boulevard\n(Assessor’s Parcel Number “APN”: 5244-014-905; “Property”) as Surplus Land\nThat the City Council consider adopting a Resolution declaring certain real\nproperty known as 2143 S. Atlantic Boulevard (APN: 5244-014-905)\nas Surplus Land in accordance with the Surplus Land Act, authorizing staff\nto proceed with issuing a notice of availability of the Surplus Land in the City\nof Commerce, California and authorizing the City Manager, or designee, to\ntake all necessary actions to carry out the intent of this Resolution and\nensure compliance with the Surplus Land Act.

12. Funding Allocation for the Mural Lighting Installation at the Mixmaster Underpass\nand City Hall Parking Lot Project\nStaff recommends that City Council consider:\n1. Appropriating funding in the amount of $392,800 to cover the total cost of\nconstruction for the Mural Lighting Installation at the Mixmaster Underpass\nand City Hall Parking Lot Project, including construction contingencies and\nproject management services; and\n2. Authorizing advance procurement of City-furnished lighting poles and\nrelated materials to minimize project delays associated with manufacturing\nand delivery lead times.

13.\nMonument I-5 at Eastern Avenue Project\nCity Council will consider:\n1. Adopting a Resolution awarding a construction contract to Hart Design\nBuild, Inc. for Gateway Monument I-5 at Eastern Avenue Project in the amount\nof $1,197,998.\n2. Authorizing the Mayor to execute the contract with Hart Design Build, Inc.,\nin a form approved by the City Attorney.\n3. Approving Professional Services Agreement with Geo-Advantec for\ncompaction and material testing in the amount of $14,591, and authorizing\nCity Manager or Director of Public Works to execute any amendment deemed\nnecessary.\n4. Authorizing up to 20% - $239,600 - of the total contract in contingencies for\nunforeseen conditions.\n5. Authorizing up to 15% - $215,640 - of the total construction contract and\ncontingencies for Construction Management, Material Testing and Inspection\nServices.

14. Approval of Concept Plan for the Pocket Park Located on Gage Avenue and\nZindell Avenue\n1. Receive and file a presentation on the proposed Concept Plan for the\nPocket Park located at Gage Avenue and Zindell Avenue; and\n2. Approve the Concept Plan for the Pocket Park Project and authorize staff to\nproceed with the preparation of Plans, Specifications, and Estimate (PS&E).

Speed Hump Installations on Identified City Streets\nThe City Council will consider:\n1.\nApproving the installation of speed humps on Ferguson Drive between\nGerhart and Saybrook Avenues, the roadways leading up to the intersection of\nWatcher Street and Greenwood Avenue, Dunham Street from S.\nDuncan Avenue to S. McDonnell Avenue and on the roundabout near Dorothy\nF. Kirby Center;\n2.\nAuthorizing staff to determine the exact locations of the speed humps\nbased on field conditions and engineering standards;\n3. Adopting a Resolution appropriating $306,300 from the Project\nManagement Fund to support the installation of the speed humps at various\nlocations; and\n4. Approving a change order with All American Asphalt to perform the work.

General Municipal Election - Approval of Resolution Calling Election for\nNovember 3, 2026, and Resolution Requesting Consolidation with the County of\nLos Angeles and Election Services; Update to Candidate Statement Cost Policy\nIt is recommended that the City Council adopt the following:\n1. Resolution Calling and Giving Notice of the November 3, 2026, General\nMunicipal Election;\n2.\nResolution Requesting the Board of Supervisors of the County of Los\nAngeles to Consolidate the Election and Provide Election Services; and\n3. Resolution Updating and Reaffirming Candidate Statement Cost\n§1\nRegulations Pursuant to Elections Code 3307.

3. Proclamation Declaring Tuesday, April 28, 2026, as Arbor Day in the City of\nCommerce\nWith the consent of the City Council, the Mayor will proclaim Tuesday,\nApril 28, 2026, as Arbor Day in the City of Commerce.

Tree City U.S.A. 2025 Award and Recognition of the Arbor Day 2026 Poster\nContest Winners\nThe council will consider receiving and filing the Tree City U.S.A. 2025 Award\nto the City of Commerce, Public Works Department, Streets & Tree\nMaintenance Division, from the National Arbor Day Foundation, presented by\na representative of the Los Angeles County Fire Department's Forestry\nDivision. Recognition awards will also be presented to the winners of the\nArbor Day 2026 Poster Contest from Bandini Elementary School and\nRosewood Park STEAM Academy.

8. Acceptance of Clean California Community Cleanup and Employment Pathway\n(CCEP) Grant and Authorization to Implement the Commerce Cleanup with\nBack2Work (B2W) Project\n1. Accepting the Clean California Community Cleanup and Employment\nPathway (CCEP) Grant in the amount of $200,00 awarded by Caltrans; and\n2. Authorizing the City Manager and Director Public Works to execute all\nnecessary agreements and documents to implement the Commerce Cleanup\nwith Back2Work (B2W) Project; and\n3. Recognizing and appropriating $200,000 in CCEP Grant funds to support\nthe implementation of the Commerce Cleanup with B2W Project, with eligible\ncosts to be reimbursed through the grant program.
