6.5\na.\nAward Request for Proposal No. 25-062AT to Michael Baker International, Inc., for design,\npreparation, and construction support services for the Downtown Drainage Improvements –\nPhase I Project, No.’s ST- 2023-01, 2024-01, and 2024-02.\nb.\nApprove the Professional Services Agreement with Michael Baker International, Inc. for the\nDowntown Drainage Improvements – Phase I Project, No.’s ST- 2023-01, 2024-01, and\n2024-02 in the amount of $764,160, and waive any minor irregularities in the proposal.\nc.\nAuthorize the City Manager, or his designee, to execute the Professional Services\nAgreement with Michael Baker International, Inc. in the amount of $764,160, including any\nnon-substantive extensions, change orders, purchase orders, and amendments up to the\namount authorized in Corona Municipal Code Section 3.08.070(I), which is equivalent to\n$76,416 or 10%.\nFIRST AMENDMENT TO THE PROFESSIONAL SERVICE AGREEMENT WITH MARK THOMAS &\nCOMPANY, INC., FOR ADDITIONAL ENGINEERING DESIGN SERVICES FOR THE ONTARIO\nAVENUE WIDENING AT LINCOLN AVENUE, CAPITAL IMPROVEMENT PROJECT NO. ST-2021-03\nThat the City Council:\na.\nApprove the First Amendment to the Professional Services Agreement with Mark Thomas &\nCompany, Inc., increasing the compensation amount by $105,594, and a term extension\nthrough April 4, 2028, to continue to provide engineering design services for additional work\nfor the Ontario Avenue Widening at Lincoln Avenue, Capital Improvement Project No. ST2021-03.\nb.\nAuthorize the City Manager, or his designee, to execute the First Amendment to the\nProfessional Services Agreement with Mark Thomas & Company, Inc., to increase the total\ncontractual fee by $105,594 for a total compensation amount of $854,923, and include any\nnon-substantive extensions, change orders, purchase orders, and amendments up to the\namount authorized in Corona Municipal Code 3.08.070 (I), which is equivalent up to 10% of\nthe revised agreement amount or $85,492.

6.6\nTRANSITION OF FIRE DEPARTMENT RADIO COMMUNICATION TO THE COUNTY OF RIVERSIDE\nPSEC SYSTEM\nThat the City Council:

6.7\na.\nAuthorize an Exception to Competitive Bidding pursuant to Corona Municipal Code Section\n3.08.140(E), allowing direct contracting with the County of Riverside and associated vendors\nfor the PSEC migration, as it is in the City’s best interest for operational continuity and public\nsafety.\nb.\nAuthorize the City Manager, or their designee, to execute an agreement with the Riverside\nCounty Sheriff’s Department for PSEC system integration, not to exceed $1,283,386.77 over\na one-year period.\nc.\nAuthorize the City Manager, or their designee, to issue Purchase Orders as detailed in the\nstaff report herein.\nd.\nAuthorize the City Manager, or their designee, to execute non-substantive extensions,\nchange orders, purchase orders, and amendments with the Riverside County Sheriff’s\nDepartment within a 20% contingency of the original contract amount.\nMAINTENANCE AND GENERAL SERVICE AGREEMENT FOR CONTRACTUAL LANDSCAPE\nMAINTENANCESERVICES TO INTEGRITY ARBORIST AND ECOSCAPE, INC.\nThat the City Council:\na.\nAward NIB 25-067SB for landscape maintenance services to Integrity Arborist and Ecoscape,\nInc. in the amount of $512,764.76. through June 30, 2026, with two optional two-year renewal\nperiods, and waive all minor irregularities in the proposal.\nb.\nAuthorize the City Manager, or his designees, to execute the Maintenance and General\nServices Agreement with Integrity Arborist and Ecoscape, Inc. in the amount of $512,764.76,\nincluding any non-substantive extensions, change orders, purchase orders, and amendments\nup to the amount authorized in Corona Municipal Code Section 3.08.060(J), which is\nequivalent to 10% or $51,276.47.\nc.\nRatify the Community Services Department’s issuance of a Notice of Termination to\nGreenfield Maintenance for landscape maintenance services in Area 3 (Parks General and\nLMD/CFD), effective August 31, 2025. Ratification will authorize staff to proceed with\ntransition planning to ensure uninterrupted landscape maintenance services.

8.2\nPUBLIC HEARING FOR FIRST AMENDED AND RESTATED AFFORDABLE HOUSING\nDISPOSITION AND DEVELOPMENT AGREEMENT FOR SECOND STREET FAMILY APARTMENTS.\na.\nThat the Corona Housing Authority approve the First Amended and Restated Affordable\nHousing Disposition and Development Agreement between the Corona Housing Authority\nand Second Street Family LP.\nb.\nThat the City Council approve the First Amended and Restated Affordable Housing\nDisposition and Development Agreement between the City of Corona and Second Street\nFamily LP.\nPUBLIC HEARING FOR THE REPORT ON WATER QUALITY RELATIVE TO PUBLIC HEALTH\nGOALS FOR CALENDAR YEARS 2022 THROUGH 2024\nThat the City Council:\na.\nHold a public hearing regarding the Report on Water Quality relative to Public Health Goals\nfor 2022 through 2024.\nb.\nApprove the Report on Water Quality relative to Public Health Goals for 2022 through 2024.\nThat the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council\ntake the above actions.

9.1\nDESIGNATION OF VOTING DELEGATE FOR THE 2025 LEAGUE OF CALIFORNIA CITIES ANNUAL\nCONFERENCE\nThat the City Council designates a voting delegate and up to two alternates to represent the City of\nCorona at the 2025 League of California Cities Annual Conference.

9.2\nREQUEST BY COUNCILMEMBER SPEAKE TO DISCUSS AMENDING THE CRITERIA IN SECTIONS\n17.63.120(D)(6) AND 17.63.120(E)(4) OF THE CORONA MUNICIPAL CODE FOR DEMOLISHING OR\nRELOCATING A HISTORIC STRUCTURE\nThat the City Council provide direction to staff on amending the relocation and demolition criteria listed\nin CMC Chapter 17.63, Historic Resources Ordinance, for historic resources.

9.3\nCONTINUED PARTICIPATION IN CALRECYCLE’S RECYCLE FROM HOME PILOT PROGRAM\nThat the City Council provide direction on:\nPROPOSED OPTIONS:\nOption 1: Continue participation in CalRecycle’s Recycle From Home Pilot Program\n•\nApprove the Written Concurrence for Operational Changes for services provided by Recycle\nFrom Home, LLC.\n•\nAuthorize the City Manager, or his designee, to execute the Written Concurrence for\nOperational Changes and any other documents necessary in support of CalRecycle’s\nRecycle From Home Pilot Program.\nOption 2: Discontinue participation in CalRecycle’s Recycle From Home Pilot Program
