FOR SPOILS REMOVAL SERVICES\nThat the City Council:\na.\nApprove the First Amendment to Maintenance/General Services Agreement with RE Chaffee\nConstruction, Inc., of Wrightwood, CA to perform As-Needed Spoils Removal Services in the\namount of $575,000.\nb.\nAuthorize the City Manager, or his designee, to execute the First Amendment to\nMaintenance/General Services Agreement with RE Chaffee Construction, for a total contract\nof $575,000 per fiscal year for the initial contract term ending June 30, 2027, with two (2)\noptional two-year extensions including the ability to negotiate and execute non-substantive\nchanges and extensions, purchase orders and amendments up to 10% of the original\ncontract amount, equivalent to $42,500.\nc.\nAuthorize the City Manager, or his designee, to issue a Purchase Order to RE Chaffee\nConstruction, Inc. in the amount of $575,000 per fiscal year.\nThat the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to\ntake the above actions.

6.3\nTHIRD AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH FALCON\nENGINEERING SERVICES, INC., NOW KNOWN AS CHA SOLUTIONS, INC., FOR THE MCKINLEY\nSTREET GRADE SEPARATION\nThat the City Council:\na.\nApprove the Third Amendment to the Professional Services Agreement with CHA, to\nincrease the total compensation by $557,529 to provide final construction management and\ninspection services through construction and close-out documentation support for the\nMcKinley Street Grade Separation, Project No. 2012-12. The amendment would also extend\nthe contract term through December 31, 2027, and allow for increased hourly rates for the\nremainder of the contract term.\nb.\nAuthorize the City Manager, or his designee, to execute the Third Amendment to the\nProfessional Services Agreement with CHA for an increase to the contract amount of\n$557,529, to extend the contract term through December 31, 2027, and issue a change order\nfor $557,529.

6.4\nINNOVATION CENTER AND ADULT READING AREA FURNITURE PURCHASE\nThat the City Council:\na.\nDetermine under Corona Municipal Code 3.08.125(A) that competitive bidding has been\nsatisfied as provided for in the “Basis for Determination of Competitive Bidding” section of this\nagenda report.\nb.\nAuthorize the City Manager, or his designee, to issue a purchase order with Yamada\nEnterprises for the Innovation Center and Adult Reading Area furniture at the Corona Public\nLibrary in the amount of $199,410.33.

6.5\nEMERGENCY SEWER MAIN LINE AND PARKING LOT REPAIRS AT 3915 GREEN RIVER ROAD\nThat the City Council receive and file the notification of contracted emergency sewer main line and\nparking lot repairs at 3915 Green River Road.\nThat the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to\ntake the above actions.

6.6\nWAIVER ON THE UNDERGROUNDING OF EXISTING OVERHEAD UTILITY WIRES LOCATED\nALONG 1245 WEST ONTARIO AVENUE\nThat the City Council grant a waiver from Section 15.60.080 of the Corona Municipal Code for the\nundergrounding of poles and overhead utility wires located along the frontage of 1245 West Ontario\nAvenue.

8.1\nPUBLIC HEARING AND ELECTION FOR ANNEXATION NO. 45 INTO COMMUNITY FACILITIES\nDISTRICT NO. 2016-3 (MAINTENANCE SERVICES)\nThat the City Council:\na.\nAdopt Resolution No. 2026-010, calling a special election and submitting to the qualified\nelectors of the territory proposed to be annexed to Community Facilities District No. 2016-3\n(Maintenance Services) of the City of Corona the question of levying special taxes within the\nterritory proposed to be annexed (Annexation No. 45).\nb.\nAdopt Resolution No. 2026-011, declaring the results of the special election for Community\nFacilities District No. 2016-3 (Maintenance Services) of the City of Corona on the proposition\nof the annual levy of special taxes within the territory proposed to be annexed to said\nCommunity Facilities District to pay the costs of certain services to be provided by the\nCommunity Facilities District, determining that the territory proposed to be annexed is added\nto and part of said Community Facilities District with full legal effect (Annexation No. 45).

9.1\nRESOLUTION APPROVING APPOINTMENT OF A RETIRED ANNUITANT TO AN EXTRA HELP\nPOSITION AS BATTALION CHIEF FOR INCIDENT COMMAND AND CERTIFYING THE POSITION\nAS CRITICALLY NEEDED\nThat the City Council:\na.\nAdopt Resolution No. 2026-009, approving the appointment of Joey Olsen, a retired\nannuitant, to a part-time, temporary “extra help” position of Battalion Chief.\nb.\nCertify that the appointment is necessary to fill a critically needed position sooner than 180\ndays in accordance with California Government Code Section 7522.56.\nc.\nAuthorize an appropriation in the amount of $36,673 from the General Fund to the Fire\nDepartment’s operating budget within the Mutual Aid Assignments Division and an offsetting\nestimated revenue increase by the same amount for the remainder of FY 2026.
