AWARD OF THE ADAMS AVENUE IMPROVEMENT PROJECT, CITY 24-078\nPROJECT NO. 23-07, AND FINDING OF CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) CATEGORICAL\nEXEMPTION\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Make a finding of California Environmental Quality Act (CEQA) categorical\nexemption pursuant to CEQA Guidelines Section 15301.\n2. Adopt plans, specifications, and working details for the Adams Avenue\nImprovement Project, City Project No. 23-07.\n3. Award a Public Works Agreement (PWA) for construction to All American\nAsphalt, 400 East Sixth Street, Corona, California 92879 in the amount of\n$2,327,723.20.\n4. Authorize the City Manager and City Clerk to execute the PWA for All\nAmerican Asphalt and future amendments to the agreements within Council\nauthorized limits.\n5. Authorize a ten percent (10%) contingency in the amount of $232,772 for\nconstruction and unforeseen costs related to this project.\nENVIRONMENTAL DETERMINATION:\nThe proposed action is exempt from the California Environmental Quality Act\n(CEQA). The action involves an organizational or administrative activity of\ngovernment that will not result in the direct or indirect physical change in the\nenvironment. 6. AUTOMATED LICENSE PLATE READER (ALPR) CAMERA SYSTEM 24-068\nLEASE AND MAINTENANCE AGREEMENT\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize the lease of 31 existing Flock Safety Inc. automated license plate\nreader (ALPR) camera systems from the Omnia Partners Cooperative\nAgreement No. 23-6692-03 with Insight Public Sector in an amount not to\nexceed $306,900 utilizing general funds from the department’s budget for a\nterm of three years.\n2. Authorize the lease of 15 new Flock Safety Inc. automatic license plate\nreader (ALPR) camera systems from the Omnia Partner Cooperative\nAgreement No. 23-6692-03 with Insight Public Sector in an amount not to\nexceed $153,750 utilizing funds from the awarded Organized Retail Theft\n(ORT) grant for a term of three years.\n3. 7. AMENDMENT NUMBER ONE TO PROFESSIONAL SERVICES 24-100\nAGREEMENT (PSA) WITH CABCO YELLOW, INC. FOR SENIOR\nTRANSPORTATION PROGRAMS\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve and authorize the City Manager and the City Clerk to execute\nAmendment No. 1 to the Professional Services Agreement (PSA) with\nCabCo Yellow, Inc, DBA California Yellow Cab, for the Senior Transportation\nPrograms and NHS Transportation Program to increase the not-to-exceed\namount by $130,000 for a total of $300,000 annually with a 10%\ncontingency.\n2.
