LETTER TO CALIFORNIA FISH AND GAME COMMISSION SUPPORTING CALIFORNIA\nDEPARTMENT OF FISH AND WILDLIFE’S RECOMMENDATION TO DENY PETITION 2023-\n2024MPA_AM, PROPOSING THE EXPANSION OF THE LAGUNA BEACH MARINE PROTECTED\nAREA\nRECOMMENDED ACTION: That the City Council authorize the City Manager to submit a letter to the\nCalifornia Fish and Game Commission supporting the California Department of Fish and Wildlife’s\nrecommendation to deny petition 2023-2024MPA_AM to expand the Laguna Beach Marine Protected\nArea.

AWARD OF CONTRACT FOR THE CONSTRUCTION OF THE HERITAGE PARK MONUMENT\nPROJECT\nRECOMMENDED ACTION: That the City Council:\n1) Approve award of a contract to United Building and Development Services, LLC for the\nconstruction of the Heritage Park Monument Project, and authorize the City Manager to execute\nthe contract; and\n2) Appropriate the City’s portion of funding for the Project from CIP #1383 Heritage Park Monument\nProject, as outlined in the Fiscal Impact section.

INTRODUCTION OF AN ORDINANCE ESTABLISHING UPDATED SPEED LIMITS ON SEVERAL\nCITY ROADWAYS\nRECOMMENDED ACTION: That the City Council:\n1) Introduce and hold the First Reading of an Ordinance of the City of Dana Point entitled:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DANA POINT, CALIFORNIA,\nAMENDING DANA POINT MUNICIPAL CODE, CHAPTER 12.16.010, ESTABLISHING\nUPDATED SPEED LIMITS FOR PORTIONS OF PACIFIC COAST HIGHWAY, NIGUEL ROAD\nAND SELVA ROAD IN THE CITY OF DANA POINT PURSUANT TO THE CALIFORNIA\nVEHICLE CODE\n2) Direct staff to install speed humps on Selva Road between Ocean Front and Dana Strand (north)\nbased on the speed and volume data collected.

AWARD OF A CONTRACT FOR THE CONSTRUCTION OF THE DEL OBISPO PARK\nMODIFICATION PROJECT (CIP #1369)\nRECOMMENDED ACTION: That the City Council:\n1) Approve award of the construction contract to Elegant Construction, Incorporated for construction\nof the Del Obispo Park Modification Project (CIP #1369), and authorize the City Manager to\nexecute the contract and approve any necessary change orders; and\n2) Authorize the City Manager to execute a Standard Consultant Services Agreement with GMU\nGeotechnical for materials observation and testing services for CIP #1369 as outlined in the Fiscal\nImpact Sections; and\n3) Authorize the City Manager to execute a Standard Consultant Services Agreement with\nWestLAND Group, Incorporated, for surveying, construction staking and monument preservation\nfor CIP #1369, as outlined in the Fiscal Impact Section; and\n4) Authorize the City Manager to execute a Standard Consultant Services Agreement with RJM\nDesign Group, Inc. for professional engineering support services during construction for CIP\n#1369, as outlined in the Fiscal Impact Section; and\n5) Approve expenditures and budget adjustments for CIP #1369 as outlined in the Fiscal Impact\nsection.
