13. CONTRACT WITH LSA- PACIFIC POCKET MOUSE MONITORING RECOMMENDED ACTION: That the City Council: 1) Authorize the City Manager, or designee, to enter into a Professional Services Agreement with LSA Associates for track tube monitoring of the Pacific pocket mouse on City-owned properties within the Dana Point Headlands Conservation Area; and 2) Authorize the funding outlined in the Fiscal Impact section of this report.
