11. INTRODUCTION AND IMPLEMENTATION ROADMAP FOR THE DEVELOPMENT
IMPROVEMENT PLAN
RECOMMENDED ACTION: That the City Council:
1) Receive and file the Development Improvement Plan and direct staff to continue implementation
of Phase 2 (Short Term) and to begin Phase 3 (Intermediate) actions consistent with Strategic
Goal 3, Objective 3.2.
2) Provide feedback or direction on the Plan.

6. FIRST AMENDMENT TO CONSULTANT SERVICES AGREEMENT WITH STANTEC
CONSULTING SERVICES, INCORPORATED FOR SYSTEM ADVISORY SUPPORT FOR
FUNICULAR PROJECT SCOPING
RECOMMENDED ACTION: That the City Council:

1) Authorize the City Manager to execute a First Amendment to the Consultant Services Agreement
with Stantec Consulting Services, Inc. for System Advisory Support for Funicular Project Scoping,
increasing the not-to-exceed amount; and
2) Approve the budget adjustment outlined in the Fiscal Impact section of this report.

7. ADOPTION OF A RESOLUTION AUTHORIZING APPLICATION FOR MEASURE M2
ENVIRONMENTAL CLEAN UP FUNDS FOR WATER QUALITY IMPROVEMENT PROJECTS AND
APPROVING A LOCAL 20% MATCH
RECOMMENDED ACTION: That the City Council:
1) Adopt a Resolution entitled:
APPLICATION FOR FUNDS FOR THE ENVIRONMENTAL CLEANUP, TIER I GRANT
PROGRAM UNDER ORANGE COUNTY LOCAL TRANSPORTATION ORDINANCE NO. 3 FOR
APPLICABLE WATER QUALITY PROJECTS;
2) Authorize the Mayor to sign the Resolution on behalf of the City;
accept funds for the Environmental Cleanup, Tier 1 Grant Program for Full Capture Trash Water
Quality BMP Implementation Project; and
4) Establish a Capital Improvement Program (CIP) Project entitled “Full Capture Trash Water Quality
BMP Implementation Project”(CIP #1384) and approve the budget adjustments as outlined in the
Fiscal Impact section.

8. CONSIDERATION OF A RESOLUTION TO ADOPT AMENDMENTS TO THE EXCLUSIVE SOLID
WASTE HANDLING AGREEMENT AND THE AGREEMENT FOR THE COLLECTION OF
TEMPORARY WASTE WITH CR&R INCORPORATED TO ALIGN RATES WITH COUNTY WASTE
INFRASTRUCTURE SYSTEM ENTERPRISE (WISE) AGREEMENT
RECOMMENDED ACTION: That the City Council:
