E. Annual Placement of Sewer Charges on the Property Tax 21-2207\nRolls\nAdopt Resolution No. 2022-047 of the City Council of the City of Fontana,\nCalifornia, directing the placement of sewer charges on the property tax bills\nfor collection.

F. Annual Placement of Weed Abatement Charges on the 21-2208\nProperty Tax Rolls\nAdopt Resolution No. 2022-048 of the City Council of the City of Fontana,\nCalifornia, directing the placement of weed abatement charges on the\nproperty tax bills for collection.

Electric, Inc. for the\nConstruction of Etiwanda Avenue and Slover Avenue/Airport Drive SCE\nUndergrounding Project SB-02-DE-22 and approve the final construction\namount of $939,709.37.

K. Accept a Highway Safety Improvement Program (HSIP) 21-2263\nGrant for the TMS Upgrades at Existing Traffic Signals\nProject.\nApprove and authorize the City Manager to Accept the HSIP Grant in the\namount of $665,900 for the TMS Upgrades at Existing Traffic Signals Project\nand authorize staff to request reimbursements to grant requirements.

L. Proposed naming of the new Dog Park at North Heritage 21-2276\nPark.\nApprove the Park, Community and Human Services Commission\nrecommendation to name the new Dog Park at North Heritage Park in honor\nof Mr. Terrance “Terry” Martin.

M. Feeding America Memorandum of Understanding 21-2278\nAuthorize the City Manager or his designee to sign and enter a Memorandum\nof Understanding (MOU) with Feeding America allowing the City’s\nCommunity Services Department and its Fontana Community Senior Center\nbe utilized as a distribution center for the Senior Mobile Food Pantry\nProgram.\nAlso, authorize the City Manager or his designee to sign any future\ndocuments, amendments, etc. relating to this program’s MOU and the Senior\nMobile Food Pantry Program.

N. Police Department Monthly Information Update 21-2279\nAccept the Police Department monthly information update for May 2023.

O. Approve Memorandum of Understanding for Crossing 21-2280\nGuard Services with Rialto Unified School District for the\n2022-2023 School Year\n1. Approve Memorandum of Understanding (MOU) between Rialto Unified\nSchool District (RUSD) and City of Fontana for crossing guard services\nprovided by RUSD for the 2022-2023 school year.\n2. Approve an appropriation from Fund 101 to 10140352.8130 to allow the\nCity to fund 50% of the cost of crossing guard services for the one (1)\nRUSD elementary school that falls within the City of Fontana.

P. Approve Memorandum of Understanding for Crossing 21-2281\nGuard Services with Rialto Unified School District for\n2023-2027 School Years\n1. Approve a Memorandum of Understanding (MOU) between Rialto Unified\nSchool District (RUSD) and the City of Fontana for crossing guard\nservices provided by RUSD effective July 1, 2023 through June 30, 2027\nfor a total estimate of $73,468.00.\n2. Authorize the City Manager to execute the MOU and any future\namendments during the term of the MOU.\n3. Approve a recurring appropriation from Fund 101 to 10140114.8130 to\nallow the City to fund 50% of the cost of crossing guard services for the\none (1) RUSD elementary school that falls within the City of Fontana.

Q. Approve Purchase of Motorola Portable Radios 21-2284\n1. Approve the Sole Source of the APX6000 Motorola radios and\naccessories from Motorola Solutions to be utilize on the County of San\nBernardino’s 800 MHz radio system.\n2. Authorize the Purchasing Division to issue purchase orders to the County\nof San Bernardino’s vendor; Motorola Solutions, to purchase the\nAPX6000 Motorola radios with Asset Seizure Fund #223.

A. Municipal Code Update Chapters 1 and 20 21-2296\n1. Determine that staff recommendations to modify sections 1-1, 1-2, 1-7\nand 1-14 in Chapter 1 of the Fontana Municipal Code are appropriate,\nmake for a more intuitive municipal code, and incorporate current best\npractices of the City; and approve such modifications.\n2. Read by title only and waive further reading of and introduce Ordinance\nNo. 1918 an Ordinance of the City Council of the City of Fontana,\nCalifornia, amending sections 1-1, 1-2, 1-7 and 1-14 in Chapter 1 of the\nFontana Municipal Code to make the sections more intuitive and to\nincorporate current best practices.\n3. Determine that the amendments for Chapter 20 of the Fontana Municipal\nCode will provide for a more efficient administration, and approve such\namendments.\n4. Read by title only and waive further reading of and introduce Ordinance\nNo. 1919 an Ordinance of the City Council of the City of Fontana,\nCalifornia, amending section 20-27 of the Fontana Municipal Code to\nrevise the process of modifying the specifications for an employment\nposition such that it requires only City Manager approval.

B. Master Case Nos. 23-040 and -041 and Appeal (APL) Nos. 21-2205\n23-013, and -014 - Appeal of the Planning Commission’s\ndecision to uphold the Director of Planning’s approval of\nAdministrative Site Plan No. 22-013, for the request to modify\nan existing Southern California Edison (SCE) transmission\ntower by adding new wireless telecommunications equipment\nconsisting of twelve (12) panel antennas, fifteen (15) radio\nremote units (RRUs) and ground mounted equipment within a\nnew lease area of approximately 200 square feet, pursuant to\nCEQA determinations

C. Quarterly Lien Action for Delinquent Sewer, Rubbish and 21-2210\nWeed Abatement Accounts\n1. Authorize staff to complete and record lien notices against real property for\nthose sewer accounts sixty days or more delinquent as described in Certified\nLien List and direct staff to forward recorded liens to the County for\ncollection.\n2. Authorize staff to complete and record liens against real property for those\nrubbish accounts more than ninety days delinquent as described in the\nCertified Lien List and direct staff to forward recorded liens to the County for\ncollection.\n3. Adopt Resolution No. 2022-052 of the City Council of the City of Fontana\nadopting the statement of unpaid expenses for weed abatement and\nimposing a lien against real property for payment thereof.
