B. Authorize the purchase of a CNG Freightliner SD114 21-2435\n10-Wheel Dump Truck.\n1. Authorize the Purchasing Division to “piggyback” using the Sourcewell\nCooperative Purchasing Agreement (Contract # 060920-NAF) for the\npurchase of one (1) 2025 Freightliner 114SD from National Auto Fleet\nGroup in the amount of $300,548.41.

C. Award a Design-Build Contract for the City Hall Renovation 21-2437\nProject - Phase I (Fire Annex)\n1. Approve and authorize the City Manager to execute a Design-Build\nContract with PENTA Building Group, LLC for the City Hall Renovation\nProject - Phase I (Fire Annex) in the amount of $25,000,000.00 which\nincludes a city owner contingency in the amount of $858,357.00 (Bid No.\nSQ-25-DE-23-01).\n2. Authorize the City Manager to execute any and all utility agreements,\nutility easements, and any related items on behalf of the City of Fontana\nfor the City Hall Renovation Project - Phase I (Fire Annex).\n3. Approve and authorize the City Manager to execute any future\namendments to the Design-Build Contract .

D. Award a Construction Contract for the North Heritage 21-2468\nPhase 1 Fiber Optic Project (Bid No. SB-147-DE-23).\n1. Award Bid and authorize the City Manager to execute a construction\ncontract with GA Technical Services, Inc. for the construction of the North\nHeritage Phase 1 Fiber Optic Project in the amount of $218,484.01 and\nauthorize a 10% contingency in the amount of $21,848.40 (Bid No.\nSB-147-DE-23).\n2. Approve and authorize the City Manager to execute any and all utility\nagreements, utility easements, and subsequent agreements on behalf of\nthe City of Fontana for the North Heritage Phase 1 Fiber Optic Project.

E. California Department of General Service (DGS) MOU 21-2483\nAgreement- Small Business Certification Program.\n1. Approve and authorize the City Manager to execute a reciprocity partner\nMOU agreement with the California Department of General Services.

F. Approve a Professional Services Agreement for 21-2493\nConstruction and Project Management Services for the\nCourtplace Housing Development Project (Infrastructure\nImprovements)\n1. Award contract and authorize the City Manager to execute a Professional\nServices Agreement in a not-to-exceed amount of $125,335.00 with LAE\nAssociates, Inc. for Construction and Project Management Services for\nthe Courtplace Housing Development Project (Infrastructure\nImprovements) Request for Proposals DE-24-14-SP.\n2. Approve and authorize the City Manager to execute any future\namendments to the Professional Services Agreement.

G. 2024 Selective Traffic Enforcement Program Grant Award 21-2497\n1. Accept the State of California Office of Traffic Safety (OTS) 2024\nSelective Traffic Enforcement Program (STEP) Grant, number PT24071\nin the amount of $330,000.\n2. Authorize the Chief of Police to sign the Standard Agreement and any\nAmendments between the Office of Traffic Safety and the Fontana Police\nDepartment.\n3. Approve the expenditure plan for the use of the funds to help offset the\ncost of personnel within the Police Department.

H. Donation of Surplus Vehicle Ford E-450 Bus Unit # 3115 21-2498\nApprove the donation of City surplus vehicle 2017 Ford E-450 Bus to\nNational Community Renaissance.

I. Award a Contract for the Cypress Center Roof Project. 21-2504\nAward bid and authorize the City Manager to execute a contract with Final\nTouch Construction of Fontana, CA in the amount of $220,500.00 to re-roof\nthe Cypress Center and authorize a 10% contingency in the amount of\n$22,050.00.

J. Award a Construction Contract for the San Sevaine Trail 21-2514\nPhase 1, Segment 2 Project\n1. Approve and authorize the City Manager to award and execute a\nconstruction contract that includes a 10% contingency with the lowest\nresponsible/responsive bidder for the San Sevaine Trail Phase 1,\nSegment 2 Project (Bid No. SB-109-DE-23)\n2. Authorize the City Manager to execute any and all utility agreements,\nutility easements, and any related items on behalf of the City of Fontana\nfor the San Sevaine Trail Phase 1, Segment 2 Project.

A. Award of contract for additional contracted Code 21-2513\nCompliance Inspectors to address Non-permitted Street\nVendors.\n1. Award proposal and authorize the City Manager to execute a contract\nwith 4Leaf Inc. in the amount of $598,224 for the period of six (6) months.\n2. Authorize the City Manager to execute any and all contract amendments\non behalf of the City of Fontana for Non-permitted Street Vendor\nInspections.
