C. Approve Amendment No. 2 to Professional Service 21-3054\nAgreement with Kimley-Horn Associates, Inc. for Local\nEarly Action Planning (LEAP) Grant Administration\n1. Approve and authorize the City Manager to execute Amendment No. 2 to\nProfessional Services Agreement SP-49-DS-21 for Local Early Action\nPlanning (LEAP) Grant Administration with Kimley-Horn Associates, Inc.\nin the additional amount of $9,200 for a total not to exceed $478,575.\n2. Approve and authorize the City Manager to execute any future\namendments to the contract with Kimley-Horn Associates, Inc. for Local\nEarly Action Planning (LEAP) Grant Administration.

D. Approve Change Order (1) Stage RED (DE-24-25-SB) 21-3066\nContract for the Interior Renovation for Stage RED\n1. Approve and authorize the City Manager to execute Change Order No. 1\nto the Interior Renovation for Stage RED Contract (DE-24-25-SB) in the\namount of $325,000 for a total contract of $1,900,000.\n2. Approve budget adjustments to increase appropriation in the amount of\nSpecial City Council Meeting Special Meeting June 18, 2024\n$325,000 in Fund 601 Project No. 37300002.

E. Homelessness Prevention Resource and Care Center 21-3068\nServices\n1. Authorize Development Services to procure the services utilizing Section\n3.1.5 Non-Competitive method of the Purchasing Policy and Procedure\nManual.\n2. Approve the proposal and authorize the City Manager to enter into an\nagreement with Pursuit 360 Strategies in the amount of $50,000 for a\nminimum of 6 (six) months with 60-day extensions thereafter if agreed\nupon by both parties for Homeless Resources Strategic Analysis &\nServices Implementation.\n3. Approve an increase in appropriations of $170,000 in the General\nFund (10130103) and authorize the carryforward of available budget to\nfiscal year 2024-25 at fiscal yearend.
