C. Award a Construction Contract for the City Sidewalk 21-3498\nReconstruction #2 Project\n1. Award bid and authorize the City Manager to execute a construction\ncontract with CT&T Concrete Paving Inc. for the construction of the City\nSidewalk Reconstruction #2 Project in the amount of $846,144.02 and\nauthorize a 10% contingency in the amount of $84,614.40 (Bid No. DE-25\n-56-SB).\n2. Approve and authorize the City Manager to execute any and all utility\nagreements, utility easements, and subsequent agreements on behalf of\nthe City of Fontana for City Sidewalk Reconstruction #2 Project.

D. Sale of Surplus Property Located Along the South Side of 21-3507\nDuncan Canyon Road and East of Sierra Avenue\n1. Approve a Purchase & Sale Agreement between the City of Fontana and\nLPC Fontana North, LP for the sale of 363 square feet of City-owned\nRight-of-Way on the south side of Duncan Canyon Road, located east of\nSierra Avenue.\n2. Authorize the City Manager to execute any documents necessary or\nappropriate to effectuate said approvals and/or agreement.

E. 2024 Edward Bryne Memorial Justice Assistance Grant 21-3518\n(JAG)\n1. Accept the 2024 JAG Grant #14268600 in the amount of $45,317.\n2. Authorize City Manager or his designee to sign all related grant\ndocuments including extensions or modifications for the grant, and\nexpend funds as outlined in the grant agreement.

F. Final Acceptance of the Jurupa Avenue Pavement 21-3522\nRehabilitation Project, from Hemlock Avenue to Sierra\nAvenue\nAccept as complete the work performed by Matich Corporation for the Jurupa\nAvenue Pavement Rehabilitation Project (PN37600055).

G. Artificial Intelligence Policy 25-0011\nAdopt Resolution No. 2025-009 creating the City of Fontana Artificial\nIntelligence Policy

H. Approve the Stipulation for Final Judgement in the 25-0026\nAcquisition of Property from Southern California Edison for\nthe Etiwanda Avenue at Slover Avenue Intersection\nWidening Project\n1. Approve and authorize the City Manager to execute the Stipulation for\nFinal Judgement issued by the Superior Court of the State of California,\nCounty of San Bernardino, Central District.\n2. Authorize the payment of $471,500 to Southern California Edison for the\nacquisition of property for the Etiwanda Avenue at Slover Avenue\nIntersection Widening Project.

Authorize the City Manager, or City Manager’s designee, to execute and\ntransmit any documents necessary or desirable to ensure the City's timely\nsubmittal and execution of the San Bernardino County Emergency Food\nand Shelter Program Phase 42 (EFSP)

A Resolution of the City Council of the City of Fontana 25-0051\nApproving A Development Impact Fee Deferral Agreement\nBetween the City of Fontana and Olive Communities, LLC\nfor a Multi-Family Residential Housing Apartment Complex\nProject and Authorizing the City Manager to Execute the\nAgreement and take certain actions to complete the\ntransaction.\nAdopt Resolution No. 2025-010 Approving a Development Impact Fee\nDeferral Agreement Between the City of Fontana and Olive Communities,\nLLC for a Multi-Family Residential Housing Apartment Complex Project, and\nAuthorizing the City Manager to Execute the Agreement and take certain\nactions to complete the transaction.

L. A Resolution of the City Council of the City of Fontana 25-0053\nOpposing South Coast Air Quality Management District\n(SCAQMD) Rules 1111 and 1121.\nStaff recommends that the City Council adopt Resolution No. 2025-011\nopposing the South Coast Air Quality Management District (SCAQMD)\nProposed Amended Rules 1111 and 1121 and urging the SCAQMD to\nindefinitely delay or cease consideration of these regulations.
