C.W. Driver, LLC for the Downtown West Parking Structure\nProject (DE-25-98-SP).\n1. Award and authorize the City Manager to execute the Professional\nServices Agreement with C.W. Driver, LLC for the Downtown West\nParking Structure Project in the amount of $596,576.00 (Request for\nProposals DE-25-98-SP).\n2. Approve and authorize the City Manager to execute future individual\nProfessional Services Agreement Amendments not exceeding\n$100,000.00 for the Downtown West Parking Structure Project (Request\nfor Proposals DE-25-98-SP).

D. Adopt a Resolution for Projects Funded by the Road Repair 25-0168\nand Accountability Act, SB 1\nAdopt Resolution No. 2025-022, of the City Council of the City of Fontana to\nincorporate projects funded by SB 1, the Road Repair and Accountability Act,\nfor Fiscal Year 2025-2026.

E. Award a Construction Contract for the Stage Red Theater 25-0187\nOutdoor Deck Project (PW-25-125-SB)\n1. Award bid and authorize the City Manager to execute a construction\ncontract with Oppenheimer National for the construction of the Stage Red\nTheater Outdoor Deck Project in the amount of $244,400.00 and\nauthorize a 10% contingency in the amount of $24,440.00 (PW-25-125\n-SB).\n2. Authorize the City Manager to execute any related items on the behalf of\nthe City of Fontana for the Stage Red Theater Outdoor Deck Project\n(PW-25-125-SB).

Approve a Professional Services Agreement for 25-0196\nArchitectural Design Services with Robert, Borders &\nAssociates for the Regional Navigation Center Tenant\nImprovements Project (DE-25-91-SP)\n1. Approve and authorize the City Manager to execute a Professional\nServices Agreement with Robert, Borders & Associates for Architectural\nDesign Services for the Regional Navigation Center Tenant\nImprovements Project in the amount of $625,399.00 (Request for\nProposals DE-25-91-SP).\n2. Appropriate $150,000.00 from Capital Reinvestment Fund (601) to the\nRegional Navigation Center Tenant Improvements Project (PN37600084).\n3. Approve and authorize the City Manager to execute future individual\nProfessional Services Agreement Amendments not exceeding\n$100,000.00 for the Regional Navigation Center Tenant Improvements\nProject (Request for Proposals DE-25-91-SP).\n4. Authorize the City Manager to execute any and all utility agreements,\nutility easements, and any related items on behalf of the City of Fontana\nfor the Regional Navigation Center Tenant Improvements Project.

H. Authorize Operating funding to the Stage Red Enterprise 25-0197\nFund.\nApproving funding to the Stage Red Enterprise Fund for operating expenses\nto ASM Global.

I. Police Department Monthly Information Update 25-0198\nAccept the Police Department monthly information update for March 2025.

J. Pacific Electric Trail Canopy (Outdoor Fitness Zone 25-0199\nEquipment) PW-24-251-CC\nAuthorize an increase in the construction amount by $81,817.50, bringing the\ntotal amount to $244,011.61, and authorize a 10% contingency of\n$24,401.16.

A. Master Case No. 25-00011 and Municipal Code Amendment 25-0136\nNo. 25-001: Fontana Municipal Code amendments to\nChapter 30 (Zoning and Development Code) to establish a\nnew entertainment center overlay district with three (3)\nEntertainment Center planning areas with land use\nrestrictions and requirements; revisions to the land use\ntables in Form Based Code (FBC) Downtown Gateway,\nSierra Gateway, Route 66 Gateway and Valley Gateway)\nand Commercial Zoning Districts for parcels that have\nfrontage along Foothill Boulevard between Ilex Street to\nMaple Avenue and along Sierra Avenue from I-10 to Randall\nAvenue, revise the permit requirements for farmers\nmarkets from minor use permit to temporary use permit;\nrevise the nonconforming provisions to allow for\nexpansions for up to 50 percent along with an extension of\na discontinued nonconforming use up to twenty-four\nmonths for repairs, remodels, and expansions; and include\na requirement for the installation of Route 66 signage for\ncertain properties along Foothill Boulevard for projects that\nundergoing a Design Review or an Administrative Site Plan,\npursuant to the certified General Plan Environmental\nImpact Report (State Clearinghouse (SCH) No. 2016021099)\nand Public Resources Code Section 21083.3.\n1. Determine that the proposed amendments are consistent with the\nFontana General Plan and certified General Plan Environmental Impact\nReport (EIR) (State Clearinghouse No. 2016021099) and so qualifies for\nan exemption from CEQA specifically Public Resources Code 20183.3\nand CEQA Guidelines Section 15183, as the proposed amendments will\nhave no new or more severe significant environmental effect “peculiar to”\nthe Ordinance than discussed in the certified EIR and will have no\nsignificant off-site and cumulative impacts not discussed in that EIR as\nlong as all applicable mitigation measures in the certified EIR will be\nundertaken; and\n2. Read by title only and waive further reading of and introduce Ordinance\nNo.1969, an Ordinance of the City Council of the City of Fontana\napproving Master Case No. 25-0011 and Municipal Code Amendment No.\n25-001 to establish a new entertainment center overlay district with three\n(3) Entertainment Center planning areas with land use restrictions and\nrequirements; revisions to the land use tables in Form Based Code (FBC)\nDowntown Gateway, Sierra Gateway, Route 66 Gateway and Valley\nGateway) and Commercial Zoning Districts for parcels that have frontage\nalong Foothill Boulevard between Ilex Street to Maple Avenue and Along\nSierra Avenue from I-10 to Randall Avenue, revise the permit\nrequirements for farmers markets from minor use permit to temporary use\npermit; revise the nonconforming provisions to allow for expansions for up\nto 50 percent along with an extension of a discontinued nonconforming\nuse up to twenty-four months for repairs, remodels, and expansions; and\ninclude a requirement for the installation of Route 66 signage for certain\nproperties along Foothill Boulevard for projects that undergoing a Design\nReview or an Administrative Site Plan.
