Approve Dell Technologies quote to amend the Dell Financial Services Agreement\nto add 75 computers to the technology lease and authorize City Manager, or\ndesignee, to issue a change order and execute and administer the amendment and\nrelated documents, in a form approved by the City Attorney.\n2. Approve Amendment Number Six to the Professional Services Agreement with\nGlass Box Technology, Inc. dated July 1, 2022 for services to manage and deploy\nthe additional 75 personal computers.\n3. Approve $119,134 budget appropriation from IT Fund balance to IT Fund operating\nbudget (Fund 68).

Approve Amendment Number Two to the Professional Services Agreement with\nAugust 15, 2023 - Page 5\nBank of Montreal Harris Bank N.A. for a five-year extension, with two one-year\noptions to renew.\n2. Authorize City Treasurer to execute and administer Amendment Number Two and\nadditional options to renew, in a form approved by the City Attorney.

13. CONTRACT WITH SWEEPING CORP OF AMERICA FOR STREET SWEEPING\nAMENDMENT NUMBER ONE\nRecommendation:\n1. Approve Amendment Number One to Maintenance Services Agreement with\nSweeping Corp of America (SCA) to continue street sweeping services and\nauthorize City Manager, or designee, to execute and administer the amendment, in\na form approved by the City Attorney.\n2. Approve $50,000 budget appropriation from Sanitation Fund Balance (Fund 23) to\nStreet Cleaning Program (Program 2421).\n3. Authorize City Manager, or designee, to approve future contract increases in an\namount not to exceed the Consumer Prince Index for All Urban Consumers for Los\nAngeles-Long Beach-Anaheim area.\n4. Authorize City Manager to extend the term of the Maintenance Services Agreement\nwith SCA for up to two additional one-year periods per Section 4.1.

Authorize Administrative Services Director, or designee, to issue $26,250 purchase\norder with Glass Box Technology, Inc. for IT services relating to Library Conference\nCenter upgrade project.\n3. Authorize a $55,458 budget appropriation and budget transfer of Library\nFoundation funds (Fund 13) to Project 56023 Library’s Conference Center\nTechnology Upgrades Project (Fund 74).\n4. This item is the next step in the CFD No. 3 formation process.\nRecommendation:\n1. CITY OF FULLERTON RESPONSE TO ORANGE COUNTY GRAND JURY REPORT\n“GIMMIE SHELTER AND A POUND OF ADVICE, THE STATE OF ANIMAL\nWELFARE OVERSEEN BY THE COUNTY OF ORANGE” (Continued from August\n15, 2023)\nThe Orange County Grand Jury released a report titled, “Gimmie Shelter and a Pound\nof Advice, the State of Animal Welfare Overseen by the County of Orange” with\nfindings and recommendations requiring a response from Orange County cities that\ncontract with OC Animal Care. City Council continued this item to the August 15, 2023\nmeeting.\nRecommendation:\n1. Review 2022-23 Orange County Grand Jury report titled, “Gimmie Shelter and a\nPound of Advice, the State of Animal Welfare Overseen by the County of Orange.”\n2. Approve response letter to the Superior Court Presiding Judge.

19. UNION PACIFIC TRAIL PHASE TWO DESIGN\nCity Council directed staff to include a trail design option with a multi -modal element for\nUnion Pacific Trail Phase Two on November 2, 2021. The Parks and Recreation\nCommission considered the multi-modal option and a trail-only option on July 10, 2023\nand voted 5 - 0 - 2 to recommend City Council approve the trail-only option.\nRecommendation:\nApprove one of the following options:\nOption 1: Direct City Manager proceed with original Union Pacific Trail Phase Two\nproject design, as recommended by the Parks and Recreation\nCommission and direct staff to bring back an appropriate budget request\nfor approval on the Consent Calendar.\nOption 2: Direct City Manager to incorporate a multi-modal element to the Union\nPacific Trail Phase Two project and direct staff to identify up to $1 million\nin street funding options for City Council consideration at a later date and\ndirect staff to bring back an appropriate budget request for approval on\nthe Consent Calendar.\nOption 3: Direct City Manager to terminate the grant agreement with the State of\nCalifornia Natural Resources Agency and return grant funding for the\nproposed project or request staff to reapproach the Agency to reallocate\ngrant funding to another project in the City.
