11. Award of Contract for the Capital Improvement Project (CIP 2023-1)\nRECOMMENDATION:\nStaff recommends that the City Council take the following actions:\n1. Adopt a resolution of the City Council of the City of Grand Terrace of the County of\nSan Bernardino, State of California, adopting the revision to Fiscal Year 2022-23 of\nFive-Year Capital Improvement Plan (CIP) for Fiscal Years 2022-23 through 2026-\n27\n2. Find that the Capital Improvement Project (CIP 2023-1) is categorically exempt from\nthe California Environmental Quality Act (CEQA) pursuant to CEQA Regulations\nSection 15301(c) and authorize the preparation and filing of a Notice of Exemption\nas applicable.\n3. Award the Capital Improvement Project (CIP 2023-1) to Hardy & Harper, Inc. on the\nBase Bid and approve the public works agreement with Hardy & Harper, Inc, in the\namount of $1,780,000, plus a 10% contingency ($178,000) for the construction of\nthe Capital Improvement Project (CIP 2023-1) and authorize the City Manager to\nexecute the agreement subject to City Attorney approval as to form;\n4. Award a contract to Willdan for Inspection Services for Capital Improvement Project\n(CIP 2023-1) in the amount of $30,240, plus a 10% contingency ($3,024), and\nauthorize the City Manager to execute the agreement subject to City Attorney\napproval as to form.\nDEPARTMENT: PUBLIC WORKS\nD.
