Preparation of Annual Engineer' s Reports for 2023/ 2024 Assessments\nRECOMMENDATION: That the City Council:\n1) Adopt Resolution No. 2023-preparation of an ordering the\nEngineer' s Report for Consolidated Landscape and Lighting District No. 96-\n1; and\n2) Adopt Resolution No. 2023- preparation of ordering the an\nEngineer' s Report for Street and Drainage Maintenance District 96- 1.

Environmental Services Proposal/ Tom Dodson & Associates for Victoria Avenue\nStreet and Storm Drain Improvements ( Project No. str17002)\nRECOMMENDATION: That the City Council:\n1) Approve proposal from Tom Dodson & Associates (TDA) to provide\nenvironmental services for the Victoria Avenue Street and Storm Drain\nImprovements ( Project No. str17002); and\n2) Authorize the City Manager to approve contract amendments up to 10% of\nthe contract amount.

12. Allocation of the City of Highland'sCommunity Development Block Grant Funds for\nFiscal Year 2023-2024 RECOMMENDATION:\nThat the City Council prioritize funding of FY 2023- 2024\nCommunity Development Block Grant Applications.

A Resolution of the City Council of the City of Highland approving Security Agreement,\nAssignment ofRents, and Cooperative Agreement between the City of\nHighland and Lumar Devco IV,LL C, MG Gasoline, Inc.,an d YN Properties, LLC for\nthe Design and Constructionof a Traffic Signal and Other Public Improvements along\nBase Line between Buckeye Street and SR-210 and MakingaFinding that No\nFurther Environmental Review is Required Under California Environmental Quality\nAct Guidelines Section 15162 RECOMMENDATION:\nThat the City Council: 1)\nOpen and conducta public hearing regarding the proposed economic subsidy\nin the amount of up to $250, 000 pursuant to Government Code Section\n53083; 2)\nAdopt the Resolution Approving the Security Agreement, Assignment ofRents\nand Cooperative Agreement between the City of Highland; Lumar Devco\nIV,L LC, a California limited liability company; MG Gasoline, Inc.a, California\ncorporation and YN Properties, LLC, a California limited liability company;\n3)\nAuthorize the Mayor to sign the final version of the Agreement, subject to review\nand approval by the City Attorney; and 4)\nApprove the following Budget Adjustment: transfer $250, 000 from 007-2100 2007\nBond Fund Balance) to be expended from 007- 8330- 6550 (Traffic Improvements).

( HDR), to provide right- of-way and additional\nengineering services for the Victoria Avenue Street and Storm Drain\nImprovements; and\n2) Authorize the City Manager to approve contract amendments up to 10% of\nthe revised contract amount.

16. Resolution No 2023- Amending the Hourly Rates for Various\nCateaories of Leaal Services of the Citv Attornev' s _Office ( Richards, Watson &\nGershon\nRECOMMENDATION: That the City Council approve Resolution No. 2023-\namending the hourly rates for various categories for legal services\nof the City Attorney' s office ( Richardson, Watson & Gershon).

Easement Acceatance/ Michael & Gina Roquet — " Mike Roquet Construction"\nIndustrial Project ( 27114 Meines Street)\nRECOMMENDATION: That the City Council:\n1) Accept Grant of Easement for Road and Drainage purposes from Michael\nGina Roquet; and\n2) Direct the City Clerk to record the Grant of Easement.

7. Final Map Approval/ Tract 19915 ( Mastercraft Homes)\nRECOMMENDATION: That the City Council adopt Resolution No. 2023-\nto:\n1) Approve the Final Map of Tract No. 19915,\n2) Accept the subdivision bond; and\n3) Authorize the Mayor to sign the standard subdivision agreement.

8. 27th Annual Highland Community Trails Day Event\nRECOMMENDATION: The Community Trails Committee ( CTC) recommends\nthe City Council approve Saturday, June 3, 2023, as the Date for the 27th Annual\nHighland Community Trails Day Event.

Request for a Special Event Permit ( SEP- 22- 015) by the Redlands Bicycle Classic\nfor its Annual Highland Circuit Bicycle Race on Wednesday, April 12, 2023\nRECOMMENDATION: That the City Council consider the following actions:\n1) Authorize the one -day Highland Circuit bicycle race as part of the Redlands\nBicycle Classic on various streets in Highland subject to the Conditions of\nApproval; and\n2) Approve the Redlands Bicycle Classic request for co- sponsorship (waiving\nof City fees in the amount of approximately $ 23, 224. 96.
