11. 25-161 Approve and Accept the California Office of Emergency Services\n(Cal OES) Violence Against Women Act, Law Enforcement\nSpecialized Units Grant (LE24026601) and approve a three-year\ncontract with Waymakers for management of the Victim and Witness\nAssistance Services Program\nRecommended Action:\nA) Accept the Law Enforcement Specialized Units grant between the State of California\nGovernor’s Office of Emergency Services (Cal OES) and the City of Huntington Beach in\nthe amount of $203,142;\nB) Assign authority to the Chief of Police as the official to execute and sign for the award\nand to approve appropriations, amendments, and extensions;\nC) Approve the appropriation and expenditure of $270,856 of which $203,142 is to be\nfully reimbursed by the grant from Cal OES. The remaining $67,714 will be funded from\nappropriations in the Police Department’s budget; and,\nD) Authorize the Mayor and City Clerk execute an Agreement between the City of\nHuntington Beach and Waymakers for Victim and Witness Assistance Services Program\nin the amount of $116,031 .

14. 25-207 Approve and authorize execution of a contract with Data Ticket, Inc.,\nfor the provision of Parking and Administrative Citation processing\nand Parking Permit Services\nRecommended Action:\n(A) Approve and authorize the Mayor and City Clerk to execute “Service Agreement\nBetween the City of Huntington Beach and Data Ticket, Inc. For Citation Processing and\nParking Permit Solution Services” in an amount not to exceed $1,950,000 for a 3-year\nterm with two additional one-year extensions; and\n(B) Authorize the City Manager to execute all documents in furtherance of this Agreement.

15. 25-242 Approve Zoning Text Amendment No. 25-001 (Smoke/Tobacco Shop\nRegulations) by approving for the introduction of Ordinance Nos.\n4331, 4332, 4333, and 4334 continued from the March 18, 2025, City\nCouncil Meeting\nRecommended Action:\nA) Find Zoning Text Amendment No. 25-001 exempt from the California Environmental\nQuality Act (CEQA) pursuant to City Council Resolution No. 4501, Class 20, which\nsupplements the California Environmental Quality Act because the request is a minor\namendment to the zoning ordinance that does not change the development standards\nintensity or density; and,\nB) Approve Zoning Text Amendment No. 25-001 with findings (Attachment No. 1) and\napprove for introduction:\n1. Ordinance No. 4331, “An Ordinance of the City Council of the City of Huntington Beach\nAmending Chapter 204 Use Classifications of the Huntington Beach Zoning and\nSubdivision Ordinance (Zoning Text Amendment No. 25-001)”; (Attachment No. 2)\n2.
