18. 25-229 Annual Military Equipment Use Report (AB481)\nRecommended Action:\nA) Approve Annual Military Use Report (AB 481) and renew Ordinance No. 4255 “An\nOrdinance of the City Council of Huntington Beach Adopting a Military Equipment Use\nPolicy Consistent with Assembly Bill No. 481, and Making a Finding of Exemption Under\nCEQA”; and\nB) Find that each type of military equipment identified in that report (Attachment 1)\ncomplies with the following standards for approval:\n1. The military equipment is necessary because there is no reasonable alternative that\ncan achieve the same objective of officer and civilian safety.\n2. The proposed military equipment use policy will safeguard the public’s welfare,\nsafety, civil rights, and civil liberties.\n3. Any future purchased equipment is reasonably cost effective compared to available\nalternatives that can achieve the same objective of officer and civilian safety.\n4. Prior military equipment use complied with the military equipment use policy that\nwas in effect at the time, or if prior uses did not comply with the accompanying\nmilitary equipment use policy, corrective action has been taken to remedy\nnonconforming uses and ensure future compliance.
