Authorize a one-time allocation of American Rescue Plan Act (ARPA) funds for a\none-month senior utility subsidy program to service 1,440 Huntington Park\nseniors; and\n2. Accept reimbursable grant funding and increase estimated revenues in the\namount of $80,000.00; and\n2. Approve a budget appropriation in the amount of $80,000.00 for the purchase and\ninstallation of security cameras for the police facility; and\n3. Authorize the City Manager to be designated as the Grantee Official for the\npurpose of executing grant objectives, grant agreement, and documentation; and\n4. CONSIDERATION AND APPROVAL TO SUBMIT AN ENERGY EFFICIENCY AND\nCONSERVATION BLOCK GRANT FUNDING APPLICATION VOUCHER TO THE\nDEPARTMENT OF ENERGY TO OBTAIN TECHNICAL SUPPORT TO PERFORM\nAN ENERGY EFFICIENCY AUDIT\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize staff to submit an Energy Efficiency and Conservation Block Grant\nfunding application to the State of California Department of Energy; and\n2. Authorize the City Manager to sign all applicable documents.

8. CONSIDERATION AND APPROVAL OF AWARD OF A PROPOSAL TO\nRESURFACE THE OUTDOOR BASKETBALL COURTS AS PART OF CIP 2022-\n05 SALT LAKE PARK OUTDOOR BASKETBALL COURT\nRECOMMENDED THAT CITY COUNCIL:\n1. Award a contract to Ferandell Tennis Courts, Inc. (Attachment 1) for a not-to-\nexceed amount of $59,550;\n2. Authorize the appropriation of the entire State of California Department of Parks\nand Recreation grant amount of $74,346.95 as City staff seeks reimbursement of\nState funds as work progresses;\nCITY COUNCIL MEETING AGENDA\n3. Authorize staff to utilize the remaining balance of $14,796.95 to purchase three\nwater efficient drinking fountains and benches adjacent to the courts; and\n4. Authorize the City Manager to execute the proposal contract.
