11. CONSIDERATION AND APPROVAL TO SUBMIT A FUNDING APPLICATION TO\nCALRECYCLE FOR THE LEGACY DISPOSAL SITE ABATEMENT PARTIAL\nGRANT PROGRAM FY 2023-24\nRECOMMENDED THAT CITY COUNCIL:\n1. Authorize staff to submit a funding application to CalRecycle for the Legacy\nDisposal Site Abatement Partial Grant Program FY 2023-24; and\n2. Authorize the City Manager to sign all applicable documents.

12. CONSIDERATION AND APPROVAL TO EXECUTE THE THIRD AMENDMENT\nWITH PACIFICA SERVICES, INC. TO PROVIDE LABOR COMPLIANCE\nSERVICES FOR TWO COMMUNITY DEVELOPMENT BLOCK GRANT FUNDED\nPROJECTS IN FISCAL YEAR 2023-24\nRECOMMENDED THAT CITY COUNCIL:\n1. Pursuant to Huntington Park Municipal Code section 2-5.19 Formal service\ncontract procedure (b): Exception. When the City Manager or City Council\nauthorizes the hiring of services for which standard specifications cannot be\ndrawn because of: (4) When subjective criteria are necessary to evaluate the\nproposals; Persons designated by the City Manager shall negotiate for the\nauthorized service. Proposals shall be submitted whenever practicable from at\nleast three (3) firms, except in those cases where a service firm has established\nsuch a successful past history of work with the City that it is clearly in the public\ninterest not to negotiate with any other source. The contract for professional\nservices should be awarded to the entity that will provide the best possible service\nto the City for the best value. When the City Council or City Manager finds that a\nservice lends itself to written standard specifications, bidding for these services\nshall be conducted pursuant to Sections 2-5.12, 2-5.13 or 2-5.14. When value of\nany service shall be twenty-five thousand ($25,000.00) dollars or more, the\ncontract or purchase order shall not be executed unless approved by the City\nCouncil; and\n2. Execute Pacifica Services, Inc.’s Third Amendment (Attachment 1) for labor\ncompliance services associated with two Community Development Block Grant\n(CDBG) funded projects in Fiscal Year 2023-24 for a not-to-exceed amount of\n$50,000 payable from Account No. 221-8010-431.76-12; and\n3. Appropriate an additional $50,000 into Purchase Order (PO) 2883 from State Gas\nTax Fund Account No. 221; and\n4. Authorize City personnel to execute the Third Amendment.

13. CONSIDERATION AND APPROVAL OF A RESOLUTION APPROVING A\nDESTRUCTION OF BUSINESS RECORDS OF THE CITY OF HUNTINGTON PARK\nPOLICE DEPARTMENT\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution authorizing and approving the destruction of certain business\nrecords no longer required as permitted by the City Retention Schedule.

14. CONSIDERATION AND APPROVAL OF SUBSTANTIAL AMENDMENT NUMBER\nONE (AMENDMENT 1) TO THE FY 2023-2024 ANNUAL ACTION PLAN (AAP)\nTO ALLOCATE UP TO $1,208,584 TO AZURE DEVELOPMENT INC. FOR THE\nDEVELOPMENT OF AFFORDABLE HOUSING DEVELOPMENT PROJECTS\nFROM HOME INVESTMENT PARTNERSHIPS (HOME) FUNDS.\nRECOMMENDED THAT CITY COUNCIL:\n1. Conduct a public hearing; and\n2. Take public testimony and consider any comments received by the City Clerk\nduring the 30-day public comment period; and\n3. Approve Amendment 1 to the Annual Action Plan for FY 2023-2024; and\n4. Amend the Fiscal Year 2023-2024 budget in accordance with the approved\nreallocation of funds as follows:\n• AZURE DEVELOPMENT INC. FOR AFFORDABLE HOUSING\nDEVELOPMENT (PROJECTS) –\nAllocate HOME funds from the following respective Fiscal Year budgets to the\nProject as follows:\n• FY 2015 - $379,045.00\n• FY 2016 - $420,432.50\n• FY 2017 - $409,432.50\n5. Authorize the City Manager to execute the attached letter to commit the HOME\nfunds to Azure Development Inc. at an amount not to exceed $1,208,584 for\npre-development costs, and execute all documents related to Amendment 1 for\ntransmittal to the U.S. Department of Housing and Urban Development\nDepartment (HUD); and\n6. Authorize City staff to electronically transmit the amended components of the\nFY2023-2024 Annual Action Plan to the U.S Department of Housing and Urban

Adopt the 100% completed plans, specifications, and engineer’s estimate for CIP\n2019-02 Slauson Avenue Congestion Relief Project; and\n3. Authorize staff to proceed with bid advertisement for construction.

Adopt the 100% completed plans, specifications, and engineer’s estimate for CIP\n2019-14 ATP Cycle V Project; and\n3. Authorize staff to proceed with bid advertisement for construction.

5. CONSIDERATION AND APPROVAL TO AWARD A CONSTRUCTION\nCONTRACT FOR CIP 2022-13 ROOF REPAIRS AT CITY HALL AND POLICE\nDEPARTMENT\nRECOMMENDED THAT CITY COUNCIL:\n1. Award the contract to Best Contracting Services, Inc. for the construction of CIP\n2022-13 Roof Repairs at City Hall and Police Department as the lowest\nresponsive, responsible bidder for an amount of $1,551,042; and\n2. Approve construction contingency and incidentals (change orders) for the amount\nof $850,000; and\n3. Approve the total project cost of $2,401,042 payable from The American Rescue\nPlan Act of 2021 (ARPA) funds; and\n4. Authorize the Finance Department to provide an account number and project code\nfor this specific project in order to process project invoices; and\n5. Authorize the City Manager to execute the construction contract agreement and\nall change orders in good faith.

6. CONSIDERATION AND APPROVAL OF AWARD OF A PROFESSIONAL\nSERVICES AGREEMENT FOR THE PREPARATION OF PLANS,\nSPECIFICATIONS AND ESTIMATE OF CIP 2023-01 SB1 STREET\nENHANCEMENT PROJECT\nRECOMMENDED THAT CITY COUNCIL:\n1. Award the preparation of Plans, Specifications, and Estimate of CIP 2023-01 SB1\nStreet Enhancement Project to NCE for a not-to-exceed amount of $136,800; and\n2. Appropriate $136,800 from State of California Senate Bill 1 funds allocated to the\nCity for roadway resurfacing purposes (non-FY 2023-24 budgeted item); and\n3. Authorize the Finance Department to provide an account number and project code\nfor this specific project in order to process project invoices; and\n4. Authorize the City Manager to execute the professional services agreement.

RESOLUTION APPOINTING AN ALTERNATE TO THE GOVERNING BOARD OF\nTHE GATEWAY WATER MANAGEMENT AUTHORITY (“LOS ANGELES\nGATEWAY REGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT\nPOWERS AUTHORITY”)\nRECOMMENDED THAT CITY COUNCIL:\n1. Adopt Resolution appointing Steve Forster, Director of Community Development\nDirector and Samantha Leyva, Public Works Management Analyst, as the\nalternates to the governing board of the Gateway Water Management Authority

8. CONSIDERATION AND APPROVAL TO PURCHASE A HEAVY-DUTY\nHYDRAULIC LIFT TO REPAIR THE CITY’S LARGE-SCALE VEHICLES AND\nSHUTTLES\nRECOMMENDED THAT CITY COUNCIL:\n1. Pursuant to Huntington Park Municipal Code section 2-5.12 Formal Bid\nProcedures (i): Waive of Bidding. City Council, by a majority vote, may dispense\nwith bidding and other procedures required by this chapter in any individual\ninstance upon finding that it would be impracticable, useless or economically\ninfeasible to follow such procedures and that the public welfare would be\npromoted by dispensing with them; and\n2. Approve the purchasing of a heavy-duty hydraulic lift to repair the City’s large-\nscale vehicles and bus shuttles from Dr. Hydraulics, Inc. for the amount of\n$125,000 payable from Account No. 741-8060-431.74-10; and\n3. Authorize the City Manager to execute the quote (Attachment 1) the purchase\norder.

9. CONSIDERATION AND APPROVAL TO RESTORE THE CLOCK AT THE CITY\nHALL TOWER\nRECOMMENDED THAT CITY COUNCIL:\n1. Pursuant to Huntington Park Municipal Code section 2-5.12 Formal Bid\nProcedures (i): Waive of Bidding. City Council, by a majority vote, may dispense\nwith bidding and other procedures required by this chapter in any individual\ninstance upon finding that it would be impracticable, useless or economically\ninfeasible to follow such procedures and that the public welfare would be\npromoted by dispensing with them; and\n2. Approve the restoration and installation of the clock at the City Hall Tower by\nLumichron Commercial Clocks for a not-to-exceed amount of $33,111.60 payable\nfrom Account No. 111-8024-421.73-10; and\n3. Appropriate an additional amount of $9,111.60 into Account No. 111-8024-\n421.73-10 since only $24,000 was budget in FY 2023-24 for the repairs; and\n4. Authorize the City Manager to sign the quotation and execute the purchase order.
