A. COUNCIL APPROVAL OF A MOTION TO WAIVE THE READING OF\nTHE TITLE AND TEXT OF ALL ORDINANCES AND RESOLUTIONS\nINCLUDED IN THE AGENDA\nRequested Action: That the City Council waive the reading of the title and text of\nall ordinances and resolutions included in the agenda. In accordance with\nGovernment Code Section 34934, the title of each ordinance is included on the\npublished agenda and a copy of the full ordinance has been available to the public\nonline on the City’s website and will be available in print at the meeting prior to the\nintroduction or passage of the ordinance.

B. APPROVAL OF DISPOSITION OF SURPLUS EQUIPMENT\nRequested Action: That the City Council approve Liquidity Services Operations\nLLC dba GovDeals to conduct an online auction of the City’s surplus equipment.

C. A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE\nCITY OF JURUPA VALLEY TO ESTABLISH CITY OF JURUPA VALLEY\nCOMMUNITY FACILITIES DISTRICT NO. PS 2024-010 (PUBLIC\nSAFETY, VALLEY SQUARE) AND TO AUTHORIZE THE LEVY OF A\nSPECIAL TAX WITHIN CITY OF JURUPA VALLEY COMMUNITY\nFACILITIES DISTRICT NO. PS 2024-010 (PUBLIC SAFETY, VALLEY\nSQUARE); GENERALLY LOCATED AT THE SOUTHWEST CORNER\nOF MISSION BOULEVARD AND PYRITE AVENUE\nRequested Action: That the City Council adopt Resolution No. 2024-109, entitled:\nA RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE\nCITY OF JURUPA VALLEY TO ESTABLISH CITY OF JURUPA VALLEY\nCOMMUNITY FACILITIES DISTRICT NO. PS 2024-010 (PUBLIC\nSAFETY, VALLEY SQUARE) AND TO AUTHORIZE THE LEVY OF A\nSPECIAL TAX WITHIN CITY OF JURUPA VALLEY COMMUNITY\nFACILITIES DISTRICT NO. PS 2024-010 (PUBLIC SAFETY, VALLEY\nSQUARE)

D. SECOND AMENDMENT TO THE AGREEMENT WITH ACCELA, INC.\nFOR THE USE OF THEIR PERMITTING SOFTWARE\n1. Requested Action: That the City Council approve a Second Amendment to\nthe original agreement with Accela, Inc. for the use of their permitting software\nCivic Platform Application;\n2. Authorize the City Manager to execute the Second Amendment; and\n3. Approve additional FY 2024-2025 budget appropriations in the amount of\n$9,040 in Fund 720, Information Systems and Fund 100, General Fund.

E. APPROVAL TO PURCHASE ORGANIC WASTE PRODUCTS FROM\nBURRTEC WASTE INDUSTRIES, INC. TO SATISFY 2024 SB 1383\nPROCUREMENT TARGET\n1. Requested Action: That the City Council approve the purchase of organic\nwaste products from Burrtec Waste Industries, Inc. to satisfy 2024 SB 1383\nprocurement target and authorize the City Manager to execute the purchase\norder.\n2. Authorize the Finance Director to make any necessary budget\nadjustments.

A. PUBLIC COMMENTS PERTAINING TO CLOSED SESSION ITEMS

B. CONFERENCE WITH LEGAL COUNSEL – POTENTIAL LITIGATION.\nThe City Council will meet in closed session with the City Attorney pursuant to\nGovernment Code Section 54956.9(d)(2).(3) with respect to one matter of potential\nlitigation. A point has been reached where, in the opinion of the City Attorney,\nbased on existing facts and circumstances, there is a significant exposure to\nlitigation involving the City based on the letter to Assistant City Attorney Maricela\nMarroquin dated October 7, 2024 from Linda Klein, attorney for Warmington\nResidential with respect to the proposed project at 7586 Jurupa Road, which letter\nis available for public inspection from the Office of the City Clerk.

C. CONFERENCE WITH REAL PROPERTY NEGOTIATORS. The City\nCouncil will meet in closed session pursuant to Government Code Section 54956.8\nregarding the acquisition of certain property interests from the real property located\nat the corner of 58th Street and Etiwanda Avenue, Jurupa Valley CA (APN 161-\n180-033). The negotiating parties are the City of Jurupa Valley and the property\nowner, Rodeo Café Corporation. Negotiators for the City are Rod Butler, Michael\nFlad, and Amy Sells. Under negotiations are price and terms of the acquisition of\nthe property.

D. CONFERENCE WITH REAL PROPERTY NEGOTIATORS. The City\nCouncil will meet in closed session pursuant to Government Code Section 54956.8\nregarding the acquisition of certain property interests from the real property located\nat 5930 Etiwanda Ave., Jurupa Valley CA. The negotiating parties are the City of\nJurupa Valley and the property owner, New Hope Transport. Negotiators for the\nCity are Rod Butler, Michael Fad, and Amy Sells. Under negotiations are price and\nterms of the acquisition of the property.

E. CONFERENCE WITH LEGAL COUNSEL - PENDING LITIGATION. The\nCity Council will meet in closed session with the City Attorney and Special Counsel\npursuant to Government Code Section 54956.9(d)(1) with respect to two matters of\npending litigation: 1) City of Jurupa Valley v. Juan Carmelo Nunez Salazar, et al.\n(Riverside Superior Court Case No. RIC2002036); and 2) City of Jurupa Valley v.\nJuan Carmelo Nunez, et al. (Riverside Superior Court Case No. CVRI2202444).

F. CONFERENCE WITH LEGAL COUNSEL - PENDING LITIGATION. The\nCity Council will meet in closed session with the City Attorney pursuant to\nGovernment Code Section 54956.9(d)(1) with respect to the following matter of\npending litigation: Center for Biological Diversity, et al v. City of Jurupa Valley\nfiled in Riverside Superior Court.\n3. RECONVENE IN OPEN SESSION
