PUBLIC HEARINGS\nWeed Abatement Protest Hearing- The City Council will hold a public hearing to hear\nobjections of owners of properties having been found to have weeds, brush, rubbish, and refuse\nin such a manner that creates a public nuisance and requires abatement.\nSTAFF RECOMMENDATION: It is recommended that the City Council:\n1. Hold a public hearing for protest of the Annual\nWeed Abatement Notice; and,\n2. Direct the Los Angeles County Agricultural\nCommissioner/Director of Weights & Measures\nto abate the nuisance by having weeds, rubbish,\nand refuse removed for those properties\nremaining on the annual List of Properties.

8. OTHER MATTERS\nResolution Approving Fees for the Issuance of Concealed Carry Weapons (CCW)\nPermits - On August 1, 2022, the Los Angeles County Sheriff’s Department (LASD) stopped\nprocessing new applications for Concealed Carry Weapons (CCW) from applicants who do\nnot reside within a jurisdiction contracted by the LASD. The La Verne Police Department will\nnow process CCW applications per California Penal Code section 26155(b) and it is requested\nthat the City Council approve a Resolution amending the City’s Fee Schedule setting forth the\nCCW processing and issuance fees.\nSTAFF RECOMMENDATION: That the City Council adopt Resolution No.\n23-10, amending the Fee Schedule by\nadding the processing and issuance fees for\nConcealed Carry Weapons, as follows:\nResolution No. 23-10 - A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF\nLA VERNE, COUNTY OF LOS ANGELES,\nSTATE OF CALIFORNIA, AMENDING\nRESOLUTION NO. 22-54 RELATIVE TO\nCERTAIN FEES AND POLICIES FOR\nSERVICES PROVIDED BY THE CITY OF\nLA VERNE.\n4

a. General Plan Re-Connect and Re-Launch Presentation by De Novo.

b. Presentation of Community Design Awards - The fourteenth (14th) La Verne Community\nDesign Awards (LVCDA) are being presented to sixteen (16) worthy projects in categories of\nCommercial, Public Facility, Residential, Institutional, Historic Preservation and Adaptive\nReuse, Interior Design, and Public Art. Mayor Tim Hepburn will be presenting plaques to the\nrecipients, with an accompanying presentation.

c. Three Valleys Municipal Water District (TVMD) Update presentation by Board Director\nJeff Hanlon, TVMD, Division III representing the Cities of La Verne and Claremont.

b. Staff recommends approval and passage of the following Resolutions:\n1. Resolution No. 23-08 – Amendment to the De Novo Planning Group Agreement. The\nCity entered into an agreement with the De Novo Planning Group to coordinate and\nprepare an update to the City’s General Plan and associated environmental impact report\non June 19, 2017. This amendment ($15,180 increase) to the professional services\nagreement authorizes De Novo Planning Group to preform traffic analysis services in\naddition to the original contract services approved via Resolution No. 17-41.\nStaff recommends that the City Council amend the agreement with De Novo\nPlanning Group to perform additional traffic analysis in support of the General Plan\nUpdate in the amount of $15,180; adopt and, appropriate $15,180 from the General\nCapital Improvement Fund for the additional traffic analysis; and adopt Resolution\nNo. 23-08, approving the amendment to the De Novo Planning Group Agreement.\n3\n2. Resolution No. 23-09 – Approving a Class Specification and Salary for Senior\nAccountant - As a result of increasing demands and an associated need for additional\ntechnical support in the Finance Department, a Senior Accountant classification is being\ncreated. In accordance with the City’s Personnel Rules and Regulations, the addition of a\nclassification requires formal City Council approval.\nIt is recommended that the City Council adopt Resolution No. 23-09, approving a\nClass Specification and Salary for Senior Accountant.
