1. YFAC Student Representatives -The purpose of the Youth and Family Action Committee is to\nencourage, coordinate and facilitate the involvement of citizens and community organizations in\ncombating the problems of substance abuse, gang activity, and community violence. This past\nyear, YFAC has had the participation of three Bonita High School Student Representatives\nattending monthly meetings and providing invaluable contributions to help at risk youth. The\nStudent Representatives for the past school year have been Rilee Crosby, Berlyne Stillions, and\nNathan Kwan.

Resolution of Intention to Approve an Amendment to the Contract between the Board of\nAdministration of the California Public Employeesâ Retirement System and the City\nCouncil of the City of La Verne - Resolution of Intention to approve an amendment to the\ncontract between the board of administration of the California Public Employeesâ Retirement\nSystem and the City Council of the City of La Verne pursuant to California Government Code\n20516 to include cost-share of the employers cost by the employees within select classic groups;\nand Introduction of an Ordinance Authorizing an Amendment to the Contract Between the City\nCouncil of La Verne and the Board of Administration of the California Public Employeesâ\nRetirement System (CalPERS).\nRecommendation: That the City Council:\n1. Adopt a Resolution titled, "A RESOLUTION OF INTENTION TO APPROVE AN\nAMENDMENT TO THE CONTRACT BETWEEN THE BOARD OF ADMINISTRATION\nOF THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY\nCOUNCIL OF THE CITY OF LA VERNE PURSUANT TO CALIFORNIA GOVERNMENT\nCODE 20516"\n2. Resolution amending the 2024-25 Comprehensive Fee Schedule for the implementation of\na 2% Technology Fee on all Building Permits to cover permit software licensing, plan\nreview software licensing, and additional technology costs associated with permitting,\nplan review, and inspections - The Cityâs Comprehensive Fee Schedule, as established by\nResolution 24-22, is reviewed each year in conjunction with the annual budget process. Although\nthe Community Development Department had identified an additional fee for the online building\npermit hosting system when the 2024-25 Comprehensive Fee Schedule was adopted, they\nnoted that the Building Industry Association of Southern California requested notification which\nhad not been completed timely. This proposed Resolution provides for the amendment to the\nrecently adopted 2024-25 Comprehensive Fee Schedule to include the added fee with the\ndesired notification provided.\nRecommendation: That the City Council adopt "A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LA VERNE, CALIFORNIA, AMENDING THE 2024-25 COMPREHENSIVE FEE\nSCHEDULE FOR THE IMPLEMENTATION OF 2% TECHNOLOGY FEE ON ALL BUILDING\nPERMITS TO COVER PERMIT SOFTWARE LICENSING, PLAN REVIEW SOFTWARE\nLICENSING, AND ADDITIONAL TECHNOLOGY COSTS ASSOCIATED WITH PERMITTING,\nPLAN REVIEW, AND INSPECTIONS."\nOTHER MATTERS

12. Award of Contract for Psychological Evaluation Services for Concealed Carry Applicants\nThe La Verne Police Department (LVPD) sought proposals from qualified psychological\nevaluation service providers to conduct comprehensive psychological assessments of applicants\nfor Concealed Carry Weapon (CCW) permits. The requirements for providing services include\nthe cost to the applicant, the administration of standardized psychological tests, personal\ninterviews, and the preparation of evaluation reports to assist the LVPD in determining the\nsuitability of applicants for carrying concealed weapons.\nRecommendation: That City Council approve an agreement with Seal Beach Counseling for\nPsychological Evaluation Services for Concealed Carry Applicants.

Civic Center and Durward Way Parking Review and Proposed Restrictions\nRequest for a three (3) hour parking zone on Durward Way.\nRecommendation: That the City Council adopt a resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, DESIGNATING CERTAIN\nPARKING RESTRICTIONS ON DURWARD WAY DURING SCHOOL HOURS," per La Verne\nMunicipal Code Section 10.40.140 and authorizing the City Manager, in collaboration with the\nCity Engineer and Chief of Police, to adjust the hours as needed.

8. Replacement Utility Vehicle For Fire Department - The Fire Department operates utility\nvehicles to support several departmental functions, including deploying the Utility Terrain Vehicle\n(UTV). The Department currently utilizes a 2014 Ford F-150 utility vehicle that is not suited or\nequipped for towing the UTV, trailer, and rescue equipment long range and out of local area\nassignments. The Fleet Division requests the authorization to purchase a replacement vehicle\nsuited for this role.\nRecommendation: That the City Council:\n1. Authorize the Fleet Division to issue a purchase order to Fontana Chrysler Dodge Jeep\nRam (CDJR) to purchase a 2024 % ton Ram Truck to replace the current F150. This\npurchase would be a competitive award to Fontana CDJR in the amount of $60,853.52\nbased on an informal bid process conducted by the department.\n2. Authorize appropriations be added to the Fiscal Year 2023-24 Adopted Budget in the\namount of $45,000 from the Equipment Fund (Fund 624) reserves and $35,000 from the\nCommunity Facilities District (CFD) 90-1 Fund from the Fire Department's restricted\nbalance for the purchase of the unit and the up-fitting. Up-fitting is estimated at\n$19,146.48 for code 3 lighting and other outfitting components, for a total vehicle cost of\n$80,000.

Award of Contract For Las Flores Park Modular Restroom Improvement Project - This\naction will appropriate funding and award a construction contract to Grbcon, Inc. in the amount of\n$982,822.50 for the Las Flores Park Modular Restroom Improvement Project. The project will be\nfunded in part from a financial contribution from Assembly Member Chris Holden's office as a\ncomponent of a suite of projects that have been funded and are underway at the park.\nRecommendation: That the City Council:\n1. Award a public works construction contract to Grbcon, Inc., the lowest, most responsible\nbidder, in the amount of $982,822.50 for the Las Flores Park Modular Restroom Improvement\nProject (Proj. No. PK2303);\n2. Authorize staff to issue change orders not exceeding 10% of the construction budget for a\ntotal possible construction cost of $1,081,105.00; and\n3. Adopt a Resolution appropriating $480,000 from a grant from California Natural Resources\nAgency (Assembly Member Chris Holden's) Park Improvement Funds to supplement the\nadopted Fiscal Year 2023-24 budget and re-allocate with the Fiscal Year 2024-25 budget,\n$280,000 from the previously budgeted Park Dwelling funds for the Las Flores Modular\nRestroom Improvement Project, modifying the total budget for the project to be $1,200,000.\nPUBLIC HEARINGS
