Return as Late Claim(s) - Noble - Related to Property Conditions at 2118 and 2120 5th\nStreet City Council is requested to return as late six (6) claims related to a tenant dispute in\nwhich the tenants allege that the City, and any and all employees, acted with malice, oppression,\nand fraud over the course of time in which the tenants, parties to a civil action to vacate the\nresidence, eventually agreed through the private court action to vacate the residence in\nquestion.\nRecommendation: That the City Council return as late all six (6) claims for damages from\nNoble, Benjamin; Noble, Cindy; Noble, Oliver; Noble, Thomas; Noble, Wayne; and, Orroyo\n(Noble), Natalie, received by the City on August 12, 2024.

Setting Time and Date for Public Hearing Regarding the Request for Time Extension on\nVesting Tentative Tract Map No 82001 (500 Baseline Road) On September 20, 2021, the City\nCouncil approved Vesting Tentative Tract Map (VTTM) No. 82001, a subdivision of 19.44 acres\nlocated at 500 Baseline Road situated north-east of the intersection of Baseline Road and\nRodeo Lane into nine lots. The applicant has requested a second one-year extension of the\nVTTM as allowed in Section 66452.6 of the Subdivision Map Act. Pursuant to City Code Section\n16.16.210, the City Council may consider granting the requested extension during a noticed\npublic hearing.\nRecommendation: That the City Council adopt a Resolution and set a public hearing for\nconsideration of the requested extension to occur at 6:30 PM on September 16, 2024.

Award of Contract for the Public Safety Building Site Improvement Project This action will\naward a construction contract to Oppenheimer National in the amount of $178,813.20 for the\nPublic Safety Building Site Improvement Project, for a total cost of $196,694.52. The project is\nbudgeted in Fiscal Year (FY) 24-25 for the modification of the existing secured parking area wall,\nrelated site improvements, and gate enhancements.\nRecommendation: That the City Council award a public works construction contract to\nOppenheimer National, the lowest, most responsible bidder, in the amount of $178,813.20 for\nthe Public Safety Building Site Improvement Project and authorize the Public Works Director or\ndesignee to issue change orders not exceeding 10% of the construction budget for a total\npossible construction contract cost of $196,694.52.\nOTHER MATTERS

Ad Hoc Water and Sewer Rate Study Committee Member Selection Following the approval\nof the Ad Hoc Water and Sewer Rate Study Committee at the July 1 City Council Meeting,\napplications were open for residents to apply through Thursday, August 15. At the close of the\napplication period, eight (8) applications were received. Each City Council member will directly\nappoint an individual, for a total of five (5), to the committee.\nRecommendation: That the City Council appoint (5) individuals, via direct appointment by each\nCouncil member, to the Ad Hoc Water and Sewer Rate Study Committee.

Homelessness, Drug Addiction, and Theft Reduction Act (Proposition 36) City Position\nThe Homelessness, Drug Addiction & Theft Reduction Act (Proposition 36), a state measure\nseeking to reform Proposition 47 by implementing various changes to existing laws including\nincreased sentences for specific drug and theft-related offenses, was first introduced for\ndiscussion at the City Council meeting on August 5th and continued to allow for more resident\ninput.\nRecommendation: That the City Council approve a resolution entitled "A RESOLUTION OF\nTHE CITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, SUPPORTING THE\nHOMELESSNESS, DRUG ADDICTION, AND THEFT REDUCTION ACT."

Incentive Program for Lateral Entry Police Officers The Incentive Program for Lateral Entry\nPolice Officers is designed to aid in the recruitment of qualified lateral police officers in the form\nof monetary and non-monetary forms of incentives.\nRecommendation: That the City Council approve and authorize the City Manager and Police\nChief to update the incentive program to increase the amount of employee referral and lateral\nofficer incentives.

Resolution Amending the Salary Schedule for Full-Time Employees After discussion with\nrepresentatives from the California Public Employees Retirement System, the City was advised\nto amend the salary schedule for full-time employees to eliminate confusion with the listing of\nboth Police Lieutenant and Police Lieutenant with Compaction.\nRecommendation: That the City Council adopt the attached Resolution titled, âA RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, AMENDING THE\nSALARY SCHEDULE FOR FULL-TIME EMPLOYEES.â

The total estimated cost of the new system for\nyear one is $396,250, and year two $70,650 for a total two-year cost of $466,900. The City of La\nVerne will act as the fiduciary for this procurement and there is no utilization of City General\nFunds.\nRecommendation: That the City Council, acting as the fiduciary to LA CLEAR, authorize the\nCity Manager to approve the sole source procurement and purchase of a new lawful, intercept\ncollection system from Gladiator Forensics LLC for an estimated cost of $466,900.
