Order of Business
3. Safe Clean Water (Measure W) Transfer Agreement for Receipt of Funds through FY 27-28\nand Authorization for City Manager to Execute Documents. This action will authorize the\nCity Manager to execute the attached Transfer Agreement with the Los Angeles County Flood\nControl District to enable the City to receive and utilize Safe Clean Water (Measure W) funds for\nstormwater compliance. The agreement is for FY 2023-24 through FY 27-28 and provides\napproximately $560,000 annually for La Verne's Municipal Stormwater Program.\nRecommendation: That the City Council approve, and authorize the City Manager to execute\non their behalf, the attached Transfer Agreement with the Los Angeles County Flood Control\nDistrict Safe Clean Water Program (Measure W) for Municipal Program funds from FY 23-24\nthrough FY 27-28.

Adoption of Resolution Appropriating $1.8 Million of Enhanced Infrastructure Financing\nDistrict Funds and Authorizing the City Manager to Execute an Agreement with the San\nGabriel Valley Council of Governments for Implementation of the Gold Line Transit\nOriented Development Pedestrian Bridge Project This appropriation will provide matching\nfunds for the Gold Line Transit Oriented Development Pedestrian Bridge Project, approve an\nagreement with the San Gabriel Valley Council of Governments to continue to serve as lead on\nthe design and construction of the Project, and authorize the City Manager to execute related\ndocuments and amendments.\nRecommendation: That the City Council:\n1. Appropriate $1,800,000 in Enhanced Infrastructure Financing District Funds to the Gold\nLine Transit Oriented Development Pedestrian Bridge Project;\n2. Approve the attached Agreement Regarding the Design and Construction of the Gold\nLine Transit Oriented Development Pedestrian Bridge by the San Gabriel Valley Council\nof Governments on Behalf of the City of La Verne; and\n3. Authorize the City Manager to execute any related documents or amendments, subject to\nreview by the City Attorney.

CalOES Hazard Mitigation Assistance Grant Program Resolution The City of La Verne was\nawarded $164,295 in grant funding through the Governor's Office of Emergency Services\n(CalOES) from the Hazard Mitigation Grant Program to update the Local Hazard Mitigation Plan.\nThe grant requires that the City Council adopt a resolution to accept the federal funding for this\nprogram.\nRecommendation: That the City Council approve a Resolution entitled, "A RESOLUTION OF\nTHE CITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, DESIGNATING ITS AGENTS FOR\nTHE PURPOSE OF APPLYING FOR FEDERAL FINANCIAL ASSISTANCE".\nPUBLIC HEARINGS

6. Adoption of an Urgency Ordinance Establishing Minimum Densities in the Mixed-Use 1\nand Mixed-Use 2 Districts of the Old Town La Verne Specific Plan and Determination that\nthe Ordinance is Exempt from the California Environmental Quality Act. This Urgency\nOrdinance proposes the adoption of minimum density requirements within the Mixed-Use 1 and\nMixed-Use 2 districts of the Old Town La Verne Specific Plan. The purpose is to ensure that\ndevelopments meet state housing requirements, support housing element objectives, and\ncontribute to the cityâs long-term vision for economic and residential growth in Old Town La\nVerne. Additionally, City Council is requested to determine that the item is exempt as it does not qualify as a project per CEQA section 15378(b)(5) and section 15061(b)(3), the commonsense\nexemption that it can be seen with certainty that it will not create an environmental impact on the environment.\nRecommendation: That the City Council, through a 4/5 vote, adopt the Urgency Ordinance\nestablishing the minimum densities in the Mixed-Use 1 and Mixed-Use 2 Districts of the Old\nTown La Verne Specific Plan and determine that the Urgency Ordinance is Exempt from the\nCalifornia Environmental Quality Act per sections 15378(b)(5) and 15061(b)(3) and the Cityâs\nenvironmental guidelines.

7. Parks & Recreation Master Plan Update Award of Contract.\nThe City of La Verneâs Parks and Recreation Master Plan, last updated in 2006, is due for a\ncomprehensive update to reflect the Cityâs growth and evolving community needs. After a\nthorough request for proposals (RFP) process, the City has identified KTU & A Planning and\nLandscape Architecture (KTUA) as the most qualified firm to lead this update.\nRecommendation: That the City Council authorize the City Manager to execute a Professional\nServices Agreement, and any amendments related thereto, with KTUA, at prices bid, with an\nestimated cost of $274,120, for the update of the Parks and Recreation Master Plan.

8. Christmas Morning Parade Route Designation and Authorization of Paid Stipend Incentive\nfor Employee Participation. Since 1925, the Christmas Morning event has been held in which\nSanta is driven through the streets of La Verne accompanied by emergency vehicles signaling a\ntime for neighbors to share the tidings of the season together. This year, the City Council is\nasked to approve designating all streets as a parade route and authorize a paid stipend for full\nand part-time participating City staff in order to facilitate the event.\nRecommendation: That the City Council designate the streets in the City of La Verne as a\nparade route on Wednesday, December 25, 2024, from 7:00 a.m. through 2:00 p.m. to complete\nthe Christmas Morning Parade program and authorize the provision of a $500 stipend to\nparticipating full and part-time City staff.
