3.\nQuarterly Treasurer's Report Ending June 30, 2025. The Quarterly Treasurer’s Report\nprovides an overview of the City’s cash and investment holdings as of June 30, 2025. The report\nconfirms compliance with the City’s investment policy as set forth in Administrative Regulation\nNumber 215, the Statement of Investment Policy, and the State of California’s Government Code\n(GC) Section 53646.\nRecommendation: That the City Council receive and file the Quarterly Treasurer’s Report for\nthe period ending June 30, 2025.

4.\nBody-Worn Camera & Digital Evidence Service Renewal. The Police Department is\nrequesting approval to renew its agreement with Axon Enterprise Inc. for body-worn cameras, incar video systems, and digital evidence management, as continued service is needed.\nRecommendation: That the City Council authorize the City Manager to renew the agreement\nwith Axon Inc. for a new five-year term, ensuring continued use of these essential tools for\naccountability, transparency, evidence integrity, officer safety, and community trust. The 5-year\nagreement total is $922,373.25 with a year one cost of $183,335.70.

The first meeting in\nSeptember 2025 is requested to be canceled due the Labor Day holiday and lack of business.\nRecommendation: That the City Council approve the attached Resolution titled "A\nRESOLUTION OF THE CITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, CANCELING THE\nSEPTEMBER 2, 2025, CITY COUNCIL MEETING."

6.\nFinding the Wheeler Avenue Park Project is exempt under California Environmental\nQuality Act, California Code of Regulations Section 15302, Replacement or\nReconstruction of Existing Structures and Facilities. The City of La Verne is eligible to apply\nfor a competitive grant through the State Land and Water Conservation Fund. Funding will be\nused to replace and upgrade the basketball court surfaces, field lighting, and play netting at\nWheeler Avenue Park. Formal CEQA determination and submittal is required as part of the grant\nprogram.\nRecommendation: That the City Council Adopt a Resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, FINDING THE WHEELER\nAVENUE PARK IMPROVEMENTS ARE EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT PER CALIFORNIA CODE OF REGULATIONS SECTION\n15302 (REPLACEMENT OR RECONSTRUCTION OF EXISTING FACILITIES)."\nPUBLIC HEARINGS

7.\nMake Findings of Exemption from the California Environmental Quality Act and conduct a\nFirst Reading of Ordinances Regarding Zoning Amendments Related to Accessory Dwelling\nUnits, Reasonable Accommodation, Two-Unit Housing Projects and Urban Lot Splits, and\nadding a new section on Historic Structures and an Amendment to Chapter 8.20 Relating to\nNoise (Case Numbers 54-25ZA, 55-25ZA, 56-25ZA, 57-25ZA) as Recommended by the Planning\nCommission. State regulations require the City to bring the La Verne Municipal Code into\ncompliance with State law and finalize implementing the General Plan. The proposed updates\naddress accessory dwelling units (ADUs), historic structures and noise regulations, reasonable\naccommodations, and two-unit housing projects and urban lot splits as addressed in the General\nPlan Update and recommended by the Planning Commission at its June 11, 2025, meeting.\nRecommendation: That the City Council, based on recommendation of the Planning\nCommission, introduce by title only and waive further reading of the following ordinances:\n1. 8.\nLos Angeles Metro Lone Hill Avenue to White Avenue Double-Track Project Update and\nTraffic Signal Concept Discussion. Los Angeles Metro is nearing completion of the design\nphase for the Lone Hill Avenue to White Avenue Double-Track Project, which aims to improve\ntrack reliability and safety along the Metrolink rail corridor through City of La Verne.\nRecommendation: That the City Council provide concurrence with the proposed design\nupdates presented, including signalization of a U-Turn pocket on Arrow Highway that will be\nconstructed as part of the regional transportation improvements.

9.\nCity Council Committee and Liaison Assignments for 2025-2026. The City Council\ndesignates members to serve on City Council committees, regional boards and committees, and\nas liaisons to various City Committees, Commissions, and Boards, among other Community\ngroups in order to continue to be informed and partake in local and regional issues. This action\nwill designate current members to serve until the process is redone after the November 2026\nelection, unless performed earlier.\nRecommendation: That the City Council review the list of assignments and select members to\nrepresent the City Council on the designated committees.
