4.\n2025 Legislative Session Update. Throughout the 2025 Legislative Session, the California\nLegislature proposed over 2,000 bills. Utilizing the City's Legislative Platform, City staff have\ntaken a proactive stance, monitoring dozens of bills and submitting position letters for proposed\nlegislation that will have the most impact on City functionality.\nRecommendation: That the City Council receive and file the attached 2025 Legislative Session\nAdvocacy Update.

5.\n2024 Homeland Security Program Subrecipient Agreement & Appropriation of Funds. The\nCity of La Verne was awarded $84,550 in grant funding through the County of Los Angeles from\nthe State Homeland Security Program (SHSP) for the Police and Fire Departments. The grant\nrequires an agreement between the County and City before costs will be reimbursed.\nRecommendation: That the City Council adopt a Resolution authorizing the City Manager to\nexecute the standard Subrecipient Agreement and all related documents between the County of\nLos Angeles and the City of La Verne, and amend the Fiscal Year 2025-26 Adopted Budget by\n$84,550 to reflect the grant award.

6.\nQuarterly Budget Report â Preliminary FY 2024-25 Year-End and FY 2025-26 First Quarter\nUpdate This item receives and files the Quarterly Budget Report for the period of July 1 through\nOctober 10, 2025, which provides a preliminary unaudited year-end report for Fiscal Year 202425 and a financial update for the first quarter of Fiscal Year 2025-26. The report summarizes\nrevenues and expenditures by fund and department, including breakdowns of personnel,\noperational, and capital expenditures. 7.\nPublic Hearing Regarding The Request For Time Extension On Vesting Tentative Tract\nMap No. 82001 (500 Baseline Road). On October 6, 2025, the City Council adopted a\nresolution, setting the public hearing for October 20, 2025, to consider a one-year time extension\nto Vesting Tentative Tract Map (VTTM) No. 82001. The applicant has requested a one-year\nextension of the VTTM allowed in Section 66452.6 of the Subdivision Map Act. Pursuant to City\nCode Section 16.16.210, the City Council may consider granting the requested extension during\na noticed public hearing.\nRecommendation: That the City Council adopt a Resolution granting a one-year time extension\non Vesting Tentative Tract Map No. 82001 pursuant to the provisions of Title 7, Division 2,\nChapter 3, of the Government Code of the State of California, establishing the new expiration\ndate of the VTTM No. 82001 as November 3, 2026.\nDISCUSSION CALENDAR

8.\nAward of Contract for Arrow Highway Urban Greening Project. This action will award a\nconstruction contract to Oppenheimer National in the amount of $318,500.00 for the Arrow\nHighway Urban Greening Project. The project will be funded by Urban Greening Grant Program\nfunds for the improvements to five existing medians located along Arrow Highway from White\nAvenue to Fulton Road.\nRecommendation: That the City Council:\n1. Award a public works construction contract to Oppenheimer National, the lowest, most\nresponsible bidder, in the amount of $318,500.00 for the Arrow Highway Urban Greening\nProject and authorize the City Manager to execute the agreement; and\n2. Authorize the Public Works Director to issue change orders not exceeding 25% of the\nconstruction budget for a total possible construction contract cost of $389,125.00; and\n3. Authorize the City Manager to issue a purchase order in the amount of $45,000 to RKA\nConsulting Group to manage the Construction Phase of the Project.
