Approve Amendment No. 1 to\nthe Agreement for Communications and Dispatch Services with the Consolidated Fire Protection\nDistrict of Los Angeles County to revise the per-incident cost calculation and authorize\nreimbursement for Tablet Command software subscription licenses following the expiration of\ngrant funding.\nRecommendation: That the City Council approve Amendment No. 1 to the Agreement for\nCommunications and Dispatch Services with the Consolidated Fire Protection District of Los\nAngeles County and authorize the Mayor to execute the Amendment.

4.\nAnnual Housing Progress Report 2025. The City is required by the state to prepare an Annual\nProgress Report on the status and progress in implementing the Housing Element of the\nGeneral Plan. This report is required to be presented to the City Council as an informational item\nto update the City Council on the previous year’s Housing Element status. The attachment\ncontains the reportable progress that will be provided to the state.\nRecommendation: That the City Council receive and file the Housing Element Annual Progress\nReport for 2025.

5.\nMetro A-Line (formerly Gold Line) Transit Oriented Development Bridge, Grant of\nEasement Acceptance. The proposed pedestrian bridge crossing over Arrow Highway\nproviding a connection between the La Verne A-Line Station and the Fairplex Campus will\nrequire easements for the portion of the facilities that land on the adjoining properties.\nDiscussions with Foothill Gold Line Construction Authority and Los Angeles Metropolitan Transit\nAuthority (Metro) staff are nearing conclusion.\nRecommendation: That the City Council adopt a Resolution accepting the permanent\neasement from the Foothill Gold Line Construction Authority associated with the Transit Oriented\nDevelopment Pedestrian Bridge Project, in a form approved by the City Attorney.\nPUBLIC HEARINGS

Consideration of the Brethren Hillcrest Gateway Project,\nincluding a General Plan Amendment, Zone Change, and Mitigated Negative Declaration for\nredevelopment of the North and South Gateway sites within the Hillcrest continuing care\nretirement community.\nRecommendation: That the City Council adopt:\n1. The resolution titled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA\nVERNE, CALIFORNIA, ADOPTING AN INITIAL STUDY/MITIGATED NEGATIVE\nDECLARATION AND A MITIGATION MONITORING AND REPORTING PROGRAM FOR\nPORTIONS OF THE BRETHREN HILLCREST GATEWAY PROJECT AND\nRECOMMENDING THAT THE CITY COUNCIL ADOPT THE SAME FOR THE GENERAL\nPLAN AMENDMENT (113-25GPA) AND ZONE CHANGE (114-25ZC) PORTIONS OF THE\nBRETHREN HILLCREST GATEWAY PROJECT."\n2. 7.\nAdoption of the 2026 Parks & Recreation Master Plan Update and finding of Exemption\nfrom Environmental Review. Adoption of the 2026 Parks & Recreation Master Plan Update\nRecommendation: That the City Council adopt the 2026 Parks & Recreation Master Plan\nUpdate and find that it is exempt from environmental review under the California Environmental\nQuality Act (CEQA) pursuant to CEQA Guidelines Section 15262 (Feasibility and Planning\nStudies).

8.\nFiscal Year 26-27 Preliminary Landscape and Lighting Maintenance Districts No. 6, 7, and\n8 Budget Outlook. The City of La Verne has three active Landscape & Lighting Maintenance\nDistricts serving the communities that benefit from ongoing maintenance. Annually, the City is\nrequired to consider the budget for each District. Fiscal Year 2026-27 is expected to continue to\nsee increased costs for utilities and operations. Per previous City Council direction, Staff is\npresenting options to address the maintenance of these districts with an emphasis on cost\ncontrol.\nRecommendation: That the City Council receive and file the update on Landscape and Lighting\nMaintenance Districts.
