CONSULTANT SERVICES AGREEMENT FOR THE DEVELOPMENT OF A\nFACILITIES MASTER PLAN\nRecommendations:\n(1) Authorize the City Manager to execute a consultant services agreement with\nGriffin Structures, Inc., for $760,000, to develop a comprehensive Facilities Master\nPlan;\n(2) Authorize the City Manager to approve future project related expenses and\nchange orders with Griffin Structures, Inc., for an amount not-to-exceed $40,000;\n(3) Appropriate $50,000 from the Capital Improvement Fund to bring the total\nproject budget to $800,000;\n(4) Each City Council member to provide up to two names to participate as a\nFacility Master Plan Community Working Group representative to the City Clerk\nby March 12, 2024; and\n(5) Approve the Facility Master Plan Ad Hoc Committee additional\nrecommendations by:\na. Directing staff to take an aggressive approach to maximize utilization\nat the Laguna Beach Community and Recreation Center;\nb. Directing staff to present to the City Council in Spring 2024 a plan to\nincorporate a new Fire Station #1 at the Village Entrance and how\nthis change aligns with the Fire Department Standard of Cover and\nthe proposed parking structure; and\nc. Directing staff to work with Griffin Structures Inc. to develop a scope\nof work to evaluate the viability of public-private partnerships at the\nVillage Entrance that includes a program to solicit such partnerships\nand next steps and present the scope of work and at a future City\nCouncil meeting for approval.

LEVEL III RISK ASSESSMENT OF PUBLIC TREE AT 387 EL CAMINO DEL\nMAR AND UPDATE TO TREE REMOVAL AND PLANTING POLICY FOR\nPUBLIC TREES\nRecommendations:\n(1) Approve removal of the lemon-scented gum tree located at 387 El Camino Del\nMar;\n(2) Determine that the recommended action is exempt from the California\nEnvironmental Quality Act (CEQA) according to State CEQA Guidelines section\n15304 (Class 4) categorical exemption;\n(3) Direct staff to file and post a Notice of Exemption consistent with the above-\nstated CEQA finding within five days of this approval; and\n(4) Adopt the updated Tree Removal and Planting Policy for Public Trees.

PROMENADE ON FOREST AD HOC COMMITTEE\nRecommendations:\n(1) Appoint Mayor Sue Kempf and Councilmember Mark Orgill as a City Council\nAd Hoc Committee for the Promenade on Forest project, which will conclude\nfollowing project completion;\n(2) Direct the Ad Hoc Committee to work with city staff and the consultant to\nidentify the scope and constraints and determine the process to move forward,\nincluding a design competition;\n(3) Conclude the work of the Planning Commission Promenade Ad Hoc\nCommittee; and\n(4) Direct the Ad Hoc Committee to return to the City Council within 90 days to\nprovide a project update.
