Approve and authorize the City Manager to execute an Equipment Purchase &\nService Agreement with Moleaer, Inc., in an amount not to exceed $1,595,847 in\nsuch final form as approved by the City Attorney and authorize the City Manager to\nexecute change orders not to exceed a 10% contingency amount of $160,000 for\nconstruction uncertainties and adjustments. Waive the formal bidding process per\nMunicipal Code Section 3.08.070(G) for the purchase from Moleaer since it is a\nnon-replicable, custom water treatment system;\n2. Approve and authorize the City Manager to execute a Contractor Services\nAgreement with Ballard, Marine Construction in an amount not to exceed\n$1,286,240 for installation of barges, mooring, anchoring, and electrical\nconnections in such final form as approved by the City Attorney and authorize the\nCity Manager to execute change orders not to exceed a 10% contingency amount\nof $128,624 for construction uncertainties and adjustments. Waive the formal\nbidding process per Municipal Code Section 3.08.070(G) for the purchase from\nBallard since it is a non-replicable, custom installation and;\n3.
