5. Recommendation to Increase Citation Amounts for Unlicensed Vending\nRecommendation: that the City Council A.) Conduct a public hearing; and B.) Determine\nthat Ordinance No. 1198-23 is exempt from the California Environmental Quality Act\n("CEQA") pursuant to Sections 15378 and 1506l(b)(3) of the CEQA Guidelines; and C.)\nIntroduce for first reading by title only Ordinance No. 1198-23, an Ordinance to Increase\nCitation Amounts for Unlicensed Vending; and D.)
