3. Care with Pride: Creating LGBTQ+ Third Spaces Across Los Angeles County Recommendation as submitted by Supervisor Solis: Direct the Chief Executive Office’s Anti-Racism, Diversity, and Inclusion Initiative (ARDI), in partnership with the Directors of Public Health, Mental Health, Parks and Recreation, Library, Arts and Culture, Aging and Disabilities, Children and Family Services, Youth Development, and other relevant Departments, and in consultation with the Los Angeles County LGBTQ+ Commission, the Los Angeles County Commission for Older Adults, the Los Angeles County Commission on Disabilities, and the Los Angeles County Youth Commission, to establish a working group, and report back to the Board in writing in 60 days, with quarterly written updates thereafter, with: Potential sustainable funding pathways for the LGBTQ+ Third Space Initiative, including assessment of available discretionary funds, departmental budget allocations, Community Based Organization (CBO) contract mechanisms, grant opportunities, philanthropic support and public-private partnership opportunities; A Plan for a Countywide LGBTQ+ Third Space Initiative that would provide a sustained and coordinated effort for the identification and establishment of affirming community spaces for LGBTQ+ residents across the County, with a priority focus on youth ages 12 to 26 and older adults ages 60 and above, and with particular attention to TGEI2S+ individuals, LGBTQ+ people of color, immigrants, and people with disabilities, including older adults with disabilities, caregivers and residents in communities with limited access to LGBTQ+ specific organizations, based on any available funding identified. The Plan should include the following: An analysis of existing County facilities, organized by Supervisorial District and Service Planning Areas (SPAs), including libraries, parks, recreation centers, senior and community centers, and arts and cultural spaces, that can be designated or adapted to host recurring, pilot, mobile, pop-up, or permanent LGBTQ+-affirming third space programming, with priority given to underserved communities and geographic areas with limited access to existing LGBTQ+-specific organizations; and with analysis of transit access, paratransit access, parking, ADA accessibility, restroom access, language access, sensory considerations, and geographic distribution; An LGBTQ+ Third Space Programming Framework that establishes minimum standards for affirming programming, staff competency and (including cultural humility and implicit bias training), physical accessibility (including gender-neutral restrooms), safety protocols, and multilingual outreach materials, as well as disability-access and age friendly standards including ADA accessibility, accessible transportation and paratransit access, ASL interpretation, captioning/CART where appropriate, plain-language materials, sensory-considerate programming, mobility-accessible seating and room layouts, caregiver access, virtual or hybrid options where feasible, participant safety protocols, anti-harassment standards, confidentiality and privacy expectations, trauma-informed de-escalation practices, and referral pathways to County and community service, applicable to any County facility or department operating third space programming under this initiative; A plan for partnering with CBOs with established trust and cultural competency in LGBTQ+ communities to co-design, co-facilitate, and where appropriate, operate third space programming, prioritizing CBOs serving LGBTQ+ communities of color, TGEI2S+ communities, and immigrant LGBTQ+ communities; as well as CBO’s serving LGBTQ+ older adults, LGBTQ+ people with disabilities, caregivers, and residents outside traditional LGBTQ+ service hubs; and A plan for implementing age-specific and intergenerational programming that can be offered in third spaces, either through County Departments or CBOs, including: Youth-focused programming for LGBTQ+ individuals ages 13 to 26 that is affirming of TGEI2S+ identities, trauma-informed, and responsive to the intersection of LGBTQ+ identity with race, immigration status, and disability; and Elder-focused programming for LGBTQ+ individuals ages 60 and older, including older adults with disabilities and caregivers, designed to reduce social isolation, provide peer connection, support culturally responsive aging-in-place, and create warm handoffs to County and community aging, disability, caregiver, transportation, nutrition, benefits, health, and behavioral health services. The plan should identify opportunities to integrate programming with existing senior and community centers, Area Agency on Aging-funded services where legally allowable, the Aging and Disability Resource Connection/hub model, and trusted LGBTQ+ elder-serving and disability-serving community-based organizations. The Department of Aging and Disabilities shall serve as the subject-matter lead for the initiative's older adult and disability-access components, including identifying opportunities to integrate LGBTQ+ -affirming third-space programming into senior and community centers, aging and disability service navigation, caregiver supports, transportation linkages, benefits assistance, nutrition referrals, and Aging and Disability Resource Connection/hub-related pathways, where legally allowable and subject to available funding. Recommendation to Continue Proclaimed Local Emergencies Recommendation: Adopt and instruct the Chair to sign a resolution to terminate the proclaimed local emergency for the Winter Storms proclaimed February 4, 2024. Instruct the Director of the Office of Emergency Management, Chief Executive Office, to forward a copy of the resolution to the Director of the California Governor’s Office of Emergency Services. Adopt and instruct the Chair to sign nine resolutions to continue the proclaimed local emergencies for the Fruit Fly Infestation proclaimed May 10, 1990; Homelessness proclaimed January 10, 2023; Bridge Fire proclaimed September 10, 2024; Los Padrinos Juvenile Hall proclaimed December 17, 2024; the January 2025 Windstorm and Critical Fire Events proclaimed January 7, 2025; the Federal Immigration Actions proclaimed October 14, 2025; November 2025 Storm proclaimed November 21, 2025; the Late December Winter Storm proclaimed December 24, 2025; and the Los Palos Incident proclaimed June 20, 2026. (26-4110) Resolution Recommendation: Adopt a resolution to authorize the County to participate in and contribute incremental property tax revenue to the Artesia Enhanced Infrastructure Financing District (EIFD). Approve the Artesia EIFD’s Infrastructure Financing Plan. Designate the Supervisor of the Supervisorial District in which the Artesia EIFD is located as a member of the Public Financing Authority that is the governing body for the District. Find that the resolution is not subject to the provisions of the California Environmental Quality Act. Affirm that as a potential participating taxing entity, the County will have membership in the newly formed Public Financing Authority. (26-4112) County Operations 8. 2026-27 Organizational Grant Program Grant Awards for Cultural Services Recommendation: Approve grants to 266 nonprofit arts organizations at a cost of $5,059,000 for the Fiscal Year 2026-27 Organizational Grant Program (OGP). Find that the expenditure of said funds is necessary to meet the social needs of the County and the programs funded thereby will serve a public purpose. Instruct the Director of Arts and Culture to prepare, sign and execute grant agreements and approve expenditures necessary to implement the 2026-27 OGP. Authorize the Director to reallocate forfeited grant awards, not to exceed $100,000 in aggregate, to existing Board-approved grantee organizations and instruct the Director to amend these grant agreements accordingly. Find that the proposed actions are exempt from the California Environmental Quality Act. (Department of Arts and Culture) APPROVE (26-4109) 9. 2026-27 Community Impact Arts Grants Awards Recommendation: Approve the Community Impact Arts Grant (CIAG) program grants to 87 nonprofit organizations at a total cost of $500,000 for the Fiscal Year (FY) 2026-27. Find that the expenditure of said funds is necessary to meet the social needs of the County and the programs funded thereby will serve a public purpose. Authorize the Director of Arts and Culture to prepare, execute, and amend, as necessary, grant agreements to implement the FY 2026-27 CIAG program. Authorize the Director to reallocate forfeited grant awards, not to exceed $50,000, to existing Board-approved grantee organizations and instruct the Director to amend these grant agreements accordingly. Terminate the Declared Local Health Emergency for the January 2025 Critical Fire Events Recommendation: Adopt a resolution to terminate a local health emergency, which was proclaimed as a result of the January 2025 windstorm and critical fire events in the County. Instruct the Director of the Office of Emergency Management, Chief Executive Office, to forward a copy of the resolution to terminate a local health emergency to the Director of the California Governor’s Office of Emergency Services. Apply for and Accept Grant Funding and to Submit and Execute All Required Grant Application Documents Recommendation: Authorize the Director of Beaches and Harbors to submit applications and execute all required contracts, agreements, reports, and amendments to secure grants for County-owned and operated beach and Marina del Rey projects and programs from various Federal, State, and local agencies, as well as private entities, provided the Board is given advance notification and has an opportunity to object before grant acceptance. Adopt a resolution, effective for five years from the date of adoption, implementing the delegation of authority to the Director to submit applications and execute all required contracts, agreements, reports, and amendments to secure grants for County-owned and operated beach and Marina del Rey projects and programs from various Federal, State, and local agencies, as well as private entities, provided the Board is given advance notification and has an opportunity to object before grant acceptance. Authorize the Director to accept grant funds for County-owned and operated beach and Marina del Rey projects and programs, provided the Board is given advance notification and an opportunity to object prior to grant acceptance; to conduct all negotiations; to execute and submit all documents including, but not limited to, applications, agreements, deed restrictions, and amendments, including extensions of time, minor changes in project scope, and changes in the grant amount; and to sign and submit requests for payment of funds. Set Aside Portions of County-Owned Property for Public Road and Highway Purposes in the Unincorporated Community of South Whittier Recommendation: Find that acceptance into the County Road System portions of County-owned property proposed to be set aside for public road and highway purposes on Valley View Avenue north of Telegraph Road in the unincorporated community of South Whittier is necessary for public convenience and safety pursuant to Section 941 of the California Streets and Highways Code. Adopt a resolution to accept into the County Road System portions of County-owned property to be set aside for public road and highway purposes on Valley View Avenue north of Telegraph Road pursuant to Section 941 of the California Streets and Highways Code. Upon approval, authorize the Director of Public Works to record the certified original resolution with the Registrar-Recorder/ County Clerk. Traffic Regulations in Various Unincorporated Communities within Northern Los Angeles County Recommendation: Adopt and/or rescind traffic regulation orders to support traffic safety, enhance traffic flow, establish enforceable speed limits, and encourage parking turnover in the unincorporated communities of Acton, Altadena, Angeles National Forest, Desert View Highlands, East Pasadena, Elizabeth Lake, La Crescenta-Montrose, Lake Hughes, Leona Valley, and Northeast San Gabriel. Find that adopting and/or rescinding traffic regulation orders and posting or removing the corresponding regulatory and advisory signage are exempt from the California Environmental Quality Act. Quitclaim of Easement in the Unincorporated Community of Val Verde Recommendation: Acting as the Governing Body of the Los Angeles County Flood Control District (District), determine that the recommended actions are within the scope of the Entrada South and Valencia Commerce Center Project's impacts analyzed in the 2017 State-certified Environmental Impact Report and the 2025 Supplemental Environmental Impact Report previously certified by the Board. Find that the easement for access road purposes affecting Parcel 1EXE.2 related to Private Drain No. 2298, located in the unincorporated community of Val Verde, is no longer required for the purposes of the District. Approve the quitclaim of easement for access road purposes affecting Parcel 1EXE.2 related to Private Drain No. 2298, located in the unincorporated community of Val Verde, from the District to the underlying fee property owner, The Newhall Land and Farming Company (A California Limited Partnership), A California Limited Partnership. Authorize the Chief Engineer of the District to execute the quitclaim of easement document and authorize delivery to The Newhall Land and Farming Company (A California Limited Partnership), A California Limited Partnership. (Supervisorial District 5) (Department of Public Works) APPROVE (26-4099) Public Safety 16. Superscooper Aircraft Sole Source Contract Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), approve and instruct the Fire Chief to sign the contract between the District and Service Aerien Gouvernemental for the lease of two CL-415 SuperScooper Air Tankers. Authorize the maximum contract sum of $41,250,000 for the five-year contract. The maximum contract sum is comprised of base contract aggregate sum of $37,500,000; and 10% annual contingency aggregate sum of $3,750,000. The maximum contract sum represents the total contract cost based on the District’s budget for this lease, plus an additional 10% annual contingency for any emergent or additional services. Contract expenditures are as follows: (Fire Department) APPROVE Year 1 at $7,500,000 (10% contingency of $750,000) Year 2 at $7,500,000 (10% contingency of $750,000) Year 3 at $7,500,000 (10% contingency of $750,000) Year 4 at $7,500,000 (10% contingency of $750,000) Year 5 at $7,500,000 (10% contingency of $750,000) Authorize the Fire Chief to execute the annual lease agreement for each of the five years, based on the availability of funding. Authorize the Fire Chief to execute amendments, suspensions, or termination if deemed necessary, and in accordance with the approved contract terms and conditions. Find that this contract is exempt from the California Environmental Quality Act. (26-4117) 17. Immunization, Screening, and Referral Services Contract Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), approve and instruct the Fire Chief to sign a contract between the District and Olympia Plaza Pharmacy, Inc., to provide as-needed immunization, screening, and referral services. Authorize the maximum contract sum of $600,000 for the contract term of three years. The maximum contract sum for Immunization Services shall not exceed $200,000 per contract year. Authorize the Fire Chief to execute amendments, suspensions, or termination in accordance with the approved contract terms and conditions, provided the amounts payable under such amendments do not exceed the $200,000 annual budget. Find that this contract is exempt from the California Environmental Quality Act. (Fire Department) APPROVE (26-4116) 18. School Law Enforcement Services Agreement Recommendation: Approve a boilerplate School Law Enforcement Services Agreement for School Resource Deputy Program (School Agreement) by and between the County and various school districts for the continued provision of law enforcement services on school campuses for the period from July 1, 2026 through June 30, 2028, unless sooner terminated or extended, for the provision of full-time law enforcement services on school campuses through the Department's School Resource Deputy Program, with the option to extend the term for one additional 12-month period, subject to prior approval by the Board. Authorize the Sheriff to execute Agreements with school districts in the County requesting full-time law enforcement services, effective July 1, 2026 through June 30, 2028, unless sooner terminated or extended with the option to extend the term for one additional 12-month period, subject to prior approval by the Board. Authorize the Sheriff to execute any and all amendments to the Agreements, ensuring any negative fiscal impact to the County is avoided. This lawsuit concerns allegations of State civil rights violations, assault and battery, wrongful death, negligence, negligent and intentional infliction of emotional distress, violations of Bane Act and Ralph Act, arising from a fatal deputy-involved shooting. Continue local emergencies as a result of the following: (a) Discovery of an infestation of fruit flies, as proclaimed on May 10, 1990; (b) Conditions of extreme peril to the safety of persons exist on the basis of pervasive and pernicious homelessness in Los Angeles County, as proclaimed and ratified by the Board on January 10, 2023; (c) Conditions of disaster or of extreme peril to the safety of persons and property exist on the basis of winter storms in the County beginning February 1, 2024, as proclaimed on February 4, 2024 and ratified by the Board on February 6, 2024; (d) Conditions of extreme peril to the safety of persons and property exist as a result of the Bridge Fire in the County beginning on September 8, 2024, as proclaimed on September 10, 2024 and ratified by the Board on September 17, 2024; (e) Conditions of disaster or extreme peril to the safety of persons and property within the territorial limits of the County exist at Los Padrinos Juvenile Hall caused and/or exacerbated by the Board of State and Community Corrections’ order to immediately shutter Los Padrinos Juvenile Hall, the only available juvenile hall in the County, beginning on December 12, 2024, as proclaimed and ratified by the Board on December 17, 2024; (f) Conditions of disaster or extreme peril to the safety of persons and property exist as a result of the January 2025 Windstorm and Critical Fire Events in the County, beginning on January 7, 2025, as proclaimed on January 7, 2025 and ratified by the Board on January 14, 2025; (g) Conditions of disaster and/or of extreme peril to the safety of persons and property due to the Federal immigration enforcement actions in the County beginning June 6, 2025, as proclaimed and ratified by the Board on October 14, 2025; (h) Conditions of disaster or of extreme peril to the safety of persons and property on the basis of the November 2025 storm in the County beginning November 13, 2025, as proclaimed by the Board on November 21, 2025 and ratified by the Board on November 25, 2025; (i) Conditions of disaster or of extreme peril to the safety of persons and property on the basis of the Late December Winter Storm in the County beginning December 23, 2025, as proclaimed by the Board on December 24, 2025 and ratified by the Board on December 31, 2025; and (j) Conditions of disaster or of extreme peril to the safety of persons and property of the Los Palos (Boyle Heights Commercial Building Fire) incident in the County beginning June 17, 2026, as proclaimed by the Board on June 20, 2026 and ratified by the Board on June 23, 2026.
