Recommendation to Continue Proclaimed Local Emergencies Recommendation: Adopt and instruct the Chair to sign a resolution to terminate the proclaimed local emergency for the Winter Storms proclaimed February 4, 2024. Instruct the Director of the Office of Emergency Management, Chief Executive Office, to forward a copy of the resolution to the Director of the California Governor’s Office of Emergency Services. Adopt and instruct the Chair to sign nine resolutions to continue the proclaimed local emergencies for the Fruit Fly Infestation proclaimed May 10, 1990; Homelessness proclaimed January 10, 2023; Bridge Fire proclaimed September 10, 2024; Los Padrinos Juvenile Hall proclaimed December 17, 2024; the January 2025 Windstorm and Critical Fire Events proclaimed January 7, 2025; the Federal Immigration Actions proclaimed October 14, 2025; November 2025 Storm proclaimed November 21, 2025; the Late December Winter Storm proclaimed December 24, 2025; and the Los Palos Incident proclaimed June 20, 2026. (26-4110) Resolution Recommendation: Adopt a resolution to authorize the County to participate in and contribute incremental property tax revenue to the Artesia Enhanced Infrastructure Financing District (EIFD). Approve the Artesia EIFD’s Infrastructure Financing Plan. Designate the Supervisor of the Supervisorial District in which the Artesia EIFD is located as a member of the Public Financing Authority that is the governing body for the District. Find that the resolution is not subject to the provisions of the California Environmental Quality Act. (26-4112) County Operations 8. 2026-27 Organizational Grant Program Grant Awards for Cultural Services Recommendation: Approve grants to 266 nonprofit arts organizations at a cost of $5,059,000 for the Fiscal Year 2026-27 Organizational Grant Program (OGP). Find that the expenditure of said funds is necessary to meet the social needs of the County and the programs funded thereby will serve a public purpose. Instruct the Director of Arts and Culture to prepare, sign and execute grant agreements and approve expenditures necessary to implement the 2026-27 OGP. Authorize the Director to reallocate forfeited grant awards, not to exceed $100,000 in aggregate, to existing Board-approved grantee organizations and instruct the Director to amend these grant agreements accordingly. Find that the proposed actions are exempt from the California Environmental Quality Act. (Department of Arts and Culture) APPROVE (26-4109) 9. 2026-27 Community Impact Arts Grants Awards Recommendation: Approve the Community Impact Arts Grant (CIAG) program grants to 87 nonprofit organizations at a total cost of $500,000 for the Fiscal Year (FY) 2026-27. Find that the expenditure of said funds is necessary to meet the social needs of the County and the programs funded thereby will serve a public purpose. Authorize the Director of Arts and Culture to prepare, execute, and amend, as necessary, grant agreements to implement the FY 2026-27 CIAG program. Authorize the Director to reallocate forfeited grant awards, not to exceed $50,000, to existing Board-approved grantee organizations and instruct the Director to amend these grant agreements accordingly. Apply for and Accept Grant Funding and to Submit and Execute All Required Grant Application Documents Recommendation: Authorize the Director of Beaches and Harbors to submit applications and execute all required contracts, agreements, reports, and amendments to secure grants for County-owned and operated beach and Marina del Rey projects and programs from various Federal, State, and local agencies, as well as private entities, provided the Board is given advance notification and has an opportunity to object before grant acceptance. Adopt a resolution, effective for five years from the date of adoption, implementing the delegation of authority to the Director to submit applications and execute all required contracts, agreements, reports, and amendments to secure grants for County-owned and operated beach and Marina del Rey projects and programs from various Federal, State, and local agencies, as well as private entities, provided the Board is given advance notification and has an opportunity to object before grant acceptance. Authorize the Director to accept grant funds for County-owned and operated beach and Marina del Rey projects and programs, provided the Board is given advance notification and an opportunity to object prior to grant acceptance; to conduct all negotiations; to execute and submit all documents including, but not limited to, applications, agreements, deed restrictions, and amendments, including extensions of time, minor changes in project scope, and changes in the grant amount; and to sign and submit requests for payment of funds. Set Aside Portions of County-Owned Property for Public Road and Highway Purposes in the Unincorporated Community of South Whittier Recommendation: Find that acceptance into the County Road System portions of County-owned property proposed to be set aside for public road and highway purposes on Valley View Avenue north of Telegraph Road in the unincorporated community of South Whittier is necessary for public convenience and safety pursuant to Section 941 of the California Streets and Highways Code. Adopt a resolution to accept into the County Road System portions of County-owned property to be set aside for public road and highway purposes on Valley View Avenue north of Telegraph Road pursuant to Section 941 of the California Streets and Highways Code. Upon approval, authorize the Director of Public Works to record the certified original resolution with the Registrar-Recorder/ County Clerk. Find that the easement for access road purposes affecting Parcel 1EXE.2 related to Private Drain No. 2298, located in the unincorporated community of Val Verde, is no longer required for the purposes of the District. Superscooper Aircraft Sole Source Contract Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), approve and instruct the Fire Chief to sign the contract between the District and Service Aerien Gouvernemental for the lease of two CL-415 SuperScooper Air Tankers. Authorize the maximum contract sum of $41,250,000 for the five-year contract. The maximum contract sum is comprised of base contract aggregate sum of $37,500,000; and 10% annual contingency aggregate sum of $3,750,000. The maximum contract sum represents the total contract cost based on the District’s budget for this lease, plus an additional 10% annual contingency for any emergent or additional services. Immunization, Screening, and Referral Services Contract Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), approve and instruct the Fire Chief to sign a contract between the District and Olympia Plaza Pharmacy, Inc., to provide as-needed immunization, screening, and referral services. Authorize the maximum contract sum of $600,000 for the contract term of three years. The maximum contract sum for Immunization Services shall not exceed $200,000 per contract year. Authorize the Fire Chief to execute amendments, suspensions, or termination in accordance with the approved contract terms and conditions, provided the amounts payable under such amendments do not exceed the $200,000 annual budget. School Law Enforcement Services Agreement Recommendation: Approve a boilerplate School Law Enforcement Services Agreement for School Resource Deputy Program (School Agreement) by and between the County and various school districts for the continued provision of law enforcement services on school campuses for the period from July 1, 2026 through June 30, 2028, unless sooner terminated or extended, for the provision of full-time law enforcement services on school campuses through the Department's School Resource Deputy Program, with the option to extend the term for one additional 12-month period, subject to prior approval by the Board. Authorize the Sheriff to execute Agreements with school districts in the County requesting full-time law enforcement services, effective July 1, 2026 through June 30, 2028, unless sooner terminated or extended with the option to extend the term for one additional 12-month period, subject to prior approval by the Board.
