10.1 REQUEST FOR NEW APPROPRIATION FOR COMPLETE STREET IMPROVEMENTS\nON ATLANTIC AVENUE PROJECT STUDY REPORT.\nComments:\nThe City of Lynwood is looking for an opportunity to transform Atlantic Avenue within city\nlimits to create a more business friendly area for commercial activity. The City will need to\nobtain grant funding for the Complete Street Improvements on Atlantic Avenue from the\nLos Angeles County Metropolitan Transportation Authority (LACMTA) by the Gateway\nCities Council of Governments (GCCOG), through the Technical Advisory Committees.\n(PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AN\nAPPROPRIATION OF $42,600 FROM UNASSIGNED GAS TAX FUND BALANCE TO\nCOMPLETE STREET IMPROVEMENT DESIGN ON ATLANTIC AVENUE PROJECT.”

8.1 ADOPTION AND SECOND READING AND WAIVE FURTHER READING OF AN\nORDINANCE APPROVING A JOINT POWERS AGREEMENT FOR CLEAN POWER\nALLIANCE OF SOUTHERN CALIFORNIA AND AUTHORIZATION FOR\nIMPLEMENTATION OF A COMMUNITY CHOICE AGGREGATION PROGRAM\nComments:\nClean Power Alliance (CPA) is a Joint Powers Authority that was established to provide\ncost-competitive electrical services, reduce greenhouse gas emissions through the\navailability of renewable electricity, stimulate renewable energy reduction programs, and\nsustain long-term rate stability for residents and businesses through local control. CPA\nBoard of Directors approved Resolution 23-10-056, inviting the City of Lynwood to\nbecome a member of CPA's Joint Powers Authority, with electricity service to customers\nwithin the City's jurisdiction to begin in 2025. 9.2 PROJECT ACCEPTANCE OF THE CIP PRIORITY 2 STREET IMPROVEMENT\nPROJECT (PHASE 2A), FY 2022-2023 (CIP 4011.68.104)\nComments:\nCIP Priority 2 Street Improvement Project (Phase A) consist of selected streets based on\nthe pavement condition index report, in various locations throughout the City. This project\nis part of the 5-year CIP Plan. Staff awarded a contract to Sequel Contractors Inc. The\nproject was completed on June 21, 2023 and staff recommends that the City Council\naccept the CIP Priority Street Improvement Project (Phase A) FY 2022-2023 (CIP\n4011.68.104). (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE CIP PRIORITY 2 STREET IMPROVEMENT PROJECT (PHASE 2A), FY 2022-2023\n(CIP 4011.68.104) AS COMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF\nCOMPLETION WITH THE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE\nRELEASE OF THE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.

9.3 APPROVAL OF THE FUNDING AGREEMENT WITH THE LOS ANGELES COUNTY\nMETROPOLITAN TRANSIT AUTHORITY FOR THE SAFE STREETS AND ROADS\nFOR ALL PROGRAM FUNDS, FUNDING THE DEVELOPMENT OF THE LYNWOOD\nVISION ZERO ACTION PLAN\nComments:\nOn February 1, 2023, the United States Department of Transportation announced the\ngrant rewards under the “Safe Streets for All” Program. The grant agreement will provide\n$203,868 in funding to the City for the Lynwood Vision Zero Action Plan. Staff is\nrecommending that the City Council approve the funding agreement with Los Angeles\nCounty Metropolitan Transportation Authority (LACMTA) for the funding of the Lynwood\nVision Zero Action Plan. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nTHE FUNDING AGREEMENT WITH THE LOS ANGELES COUNTY METROPOLITAN\nTRANSIT AUTHORITY FOR THE SAFE STREETS AND ROADS FOR ALL PROGRAM\nFUNDS TO FUND THE DEVELOPMENT OF THE LYNWOOD VISION ZERO ACTION\nPLAN.”
