Their continued partnership\nensures the City maintains accurate business license data, maximizes compliance ands,\nsecures the collections of related revenues. The proposed agreement supports staff's\nongoing efforts to improve efficiency in business licensing operations and enhance\ncustomer service through streamlined online processing and audit oversight. The quarterly report provides a brief\noverview of the City finances as it pertains to the General Fund for quarter ending\nSeptember 30, 2025. A brief explanation is included along with Revenue and\nExpenditures actual activity. (FIN)\nRecommendation:\nStaff recommends that the City Council receive and file this report.

10.3 CONSIDERATION OF A REQUEST TO APPROVE THE ASSIGNMENT OF THE\nSECOND AMENDED AND RESTATED AGREEMENT FOR SOLID WASTE HANDLING\nSERVICES\nComments:\nThe exclusive Solid Waste Handling Services Agreement (“Agreement”) with Waste Resources, Inc.\n(WRI), commenced on November 1, 2013. The Agreement has been amended twice. The First\nAmended Agreement was approved on November 17, 2017, while the Second Amended and\nRestated Agreement for Solid Waste Handling Services ( “Second Amended and Restated\nAgreement”) was approved on November 16, 2021 with an effective date of December 1, 2021.\nThe Second Amended and Restated Agreement is set to expire on December 31, 2029. (CM)\nRecommendation:\nThat the City Council discuss, consider and approve the Assignment, Assumption and\nConsent Agreement between Waste Resources, Inc. USA Waste of California, Inc. and\nthe City of Lynwood.

IN THE AMOUNT OF\n$567,000 FOR THE CONSTRUCTION OF THECDBG STREET IMPROVEMENT\nPROJECT (NORTON AVENUE AND CARLIN AVENUE), FISCAL YEAR 2025-2026\n(CIP NO. 2941.68.179)\nComments:\nOn September 25, 2025, the bid opening for the CDBG Street Improvement Project\n(Norton Avenue and Carlin Avenue) for Fiscal year 2025-2026 was held. Upon evaluation,\nstaff determined that Onyx Paving Company, Inc. was the lowest responsible and\nresponsive bidder. Staff recommends that the City Council of the City of Lynwood award\nthe contract for the CDBG Street Improvement Project FY25/26 to Onyx Paving\nCompany, Inc. in the amount of $567,000. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO ONYX PAVING COMPANY, INC.IN THE AMOUNT OF $567,000 FOR\nTHE CDBG STREET IMPROVEMENT PROJECT (NORTON AVENUE AND CARLIN\nAVENUE) FY 25/26 (CIP NO. 2941.68.179); AUTHORIZING THE MAYOR TO EXECUTE\nTHE AGREEMENT AND AUTHORIZING THE CITY MANAGER TO APPROVE\nAGREEMENT AMENDMENTS RELATED TO THE PROJECT.”

10.6 AWARDING A PROFESSIONAL SERVICES AGREEMENT TO MKN & ASSOCIATES\nIN THE AMOUNT OF $281,293 FOR ADDITIONAL DESIGN SERVICES AND\nPREPARATION OF THE STATE WATER RESOURCES CONTROL BOARD DRINKING\nWATER STATE REVOLVING FUND LOAN APPLICATION FOR THE HAM PARK\nRESERVOIR AND BOOSTER PUMP STATION (CIP NO. 4011.67.056 & 6305.68.164)\nComments:\nThis new 2.0 MG reservoir at Ham Park will provide additional storage and new booster\nstation to enable the City to maintain water supply reliability and increase reliability of\nlocal groundwater supplies. The study’s recommendations were used as the basis of\ndesign for this project. The City will be submitting a $22 million loan application to the\nState Water Resources Control Board’s Drinking Water State Revolving Fund Program to\nfinance construction of the reservoir and booster pump station. The PBID Area is all\nof the territory within the boundaries of the City of Lynwood. PBID assessments are levied\nas a fair and equitable way to provide funds to maintain, operate, and improve business\nareas in the City.
