10.11\nFinal Map, Agreement, and Bonds for Tract Map 38128, Oakstone, by Richmond\nAmerican Homes of Maryland, Inc.\nRECOMMENDED ACTION\n1.  Approve and authorize the filing of the final map for Tract Map 38128, Oakstone,\nby Richmond American Homes of Maryland, Inc., located south of McLaughlin\nRoad, east of Goetz Road, and west of Byers Road, and northeast of Valley\nBoulevard; and\n2.  Approve and authorize the City Manager to execute the Subdivision\nImprovement Agreement to guarantee completion of the required public\nimprovements associated with Tract Map 38128.

10.13\nNotice of Completion and Acceptance for the Fiscal Year 2024/2025 Local Roads\nAsphalt Concrete Resurfacing (Sun City Community) Project\nRECOMMENDED ACTION\n1.  Accept the improvements for the Fiscal Year 2024/2025 Local Roads Asphalt\nConcrete Resurfacing (Sun City Community) Project, Capital Improvement\nProgram Project No. 25­07, located south of Rouse Road, east of Sun City\nBoulevard, west of Bradley Road, and north of Chambers Avenue; and\n2.  Authorize the City Clerk to file a Notice of Completion with the Riverside County\nRecorder’s Office.

10.5\nSecond Reading and Adoption of an Ordinance to Levy Special Taxes into Community\nFacilities District No. 2017­1 Maintenance Services, Annexation No. 40, Kaiser\nMedical\nRECOMMENDED ACTION\n1.  Adopt an ordinance amending Ordinance No. 2017­231 and levying special\ntaxes to be collected during Fiscal Year 2025/2026 to pay the annual costs and\nexpenses of the City of Menifee Community Facilities District (CFD) No. 2017­1\nMaintenance Services, Annexation No. 40, located on the northeast corner of\nEncanto Drive and Rouse Road.

10.6\nResolution of Intention for Annexation No. 39, Haven, into Community Facility District\n2017­1, Maintenance Services\nRECOMMENDED ACTION\n1.  Accept the Petition of Garbani Road 134 Owner, LLC, Tentative Tract Map\n(TTM) 38766, Assessor’s Parcel Number (APN) 360­180­021, located on the\nnorthwest corner of Garbani Road and Evans Road, into Community Facilities\nDistrict (CFD) No. 2017­1, Maintenance Services, as Annexation No. 39; and\n2.  Adopt a resolution of intention to add Annexation No. 39 into CFD No. 2017­1, to\nauthorize the levy of special tax therein to finance certain maintenance\nservices, and to set a public hearing for March 18, 2026.

10.7\nFiscal Year 2025/2026 Police Department Fleet Vehicle Purchases\nRECOMMENDED ACTION\n1.  Approve and authorize the Finance Department to issue a purchase order for\nthe purchase of six vehicles from National Auto Fleet in an amount of\n$371,494.08 utilizing Sourcewell Cooperative Purchasing Agreement No.\n091521­NAF pursuant to Menifee Municipal Code Section 3.12.210; and\n2.  Approve and authorize the Finance Department to issue a purchase order for\nsix vehicle upfits which include lights, sirens and graphics, from AEP California\nin an amount of $196,066.92; and\n3.  Approve and authorize the Finance Department to issue a purchase order for\nsix L3/Harris XL­200 Mobile Radios from Cazcom, Inc. in an amount of\n$63,596.99 utilizing NASPO and HGAC Cooperative Purchasing Agreement\npursuant to Menifee Municipal Code Section 3.12.210; and\n4.  Approve and authorize the Finance Department to issue a purchase order for\nsix Getac V120 Ultra 5 In­Car Computers from MNJ Technologies. in an amount\nof $29,703.63 utilizing OMNIA Partners Cooperative Purchasing Agreement No.\n01­148 pursuant to Menifee Municipal Code Section 3.12.210; and\n5.  Authorize the City Manager or his designee to execute the required documents\nand approve any future change orders due to price increase, limited availability,\nor unavailability of vehicles or equipment.

10.8\nMemorandum of Understanding with the Crane Division, Naval Surface Warfare\nCenter for a Night Vision Equipment Loan Program\nRECOMMENDED ACTION\n1.  Approve and authorize the City Manager to execute a Memorandum of\nUnderstanding (MOU) with the Crane Division, Naval Surface Warfare Center\nfor participation in the Electro­Optics Loan Program for night vision equipment\nin an amount not­to­exceed $1,800; and\n2.  Authorize the City Manager to execute any subsequent MOU amendments at\nthe City’s discretion and within the available budget; and\n3.  Approve and authorize the Finance Department to issue a purchase order for\nthe lease of six AN/PVS­15C Night Vision Binoculars from the MOU with\nthe Crane Division, Naval Surface Warfare Center in a not­to­exceed amount of\n$1,800.

10.9\nAgreement Amendment with Harris and Associates, Inc. for Professional On­Call\nServices for Civil Engineering and Plan Check\nRECOMMENDED ACTION\n1.  Approve and authorize the City Manager to execute Amendment No. 2 to the\nMaster Agreement with Harris and Associates, Inc., for Civil Engineering and\nPlan Check Services, increasing the compensation by $100,000, for a three­\nyear total agreement amount not­to­exceed $325,000 through June 30, 2026.

11.1\nAppeal of Planning Commission Decision for the Menifee (Pemcor) Business Park\nProject\nRECOMMENDED ACTION\n1.  Adopt a resolution denying Appeal No. PLN25­0208 submitted by the Golden\nState Environmental Justice Alliance (GSEJA); and\n2.  Adopt a resolution certifying an Environmental Impact Report (EIR) for Plot Plan\n(PP) No. PLN23­0245 for the Menifee (Pemcor) Business Park Project; and\n3.  Adopt a resolution approving PP No. PLN23­0245 for the Menifee (Pemcor)\nBusiness Park Project located at 33521 Zeiders Road.
