3-H. TREE MEMORIAL PROGRAM RECOMMENDATION FOR 2023\nIt is recommended that the City Council consider:\n(1) Approving to honor Victoria Chavez-Calderon with a memorial tree; and\n(2) Taking such additional, related, action that may be desirable.

3-I. WAIVE FURTHER READING AND ADOPT ORDINANCES: 1) ZONE CHANGE (ZA-22-01)\nTO RE-ZONE PROPERTIES FROM THE REGIONAL SPECIALTY CENTER (R-S) ZONE\nWITH THE PLANNED DEVELOPMENT OVERLAY (P-D) ZONE TO THE MARKET PLACE\nSPECIFIC PLAN (MPSP) ZONE; AND 2) DEVELOPMENT AGREEMENT (DA-22-01) TO\nAMEND IN ITS ENTIRETY A DEVELOPMENT AGREEMENT BETWEEN MONTEREY PARK\nRETAIL PARTNERS, LLC AND THE CITY OF MONTEREY PARK FOR PROPERTIES\nCOLLECTIVELY OPERATING AS THE MONTEREY PARK MARKET PLACE, LOCATED AT\n2300 GREENWOOD AVENUE AND 2000-5500 MARKET PLACE DRIVE, ALSO IDENTIFIED\nBY ASSESSOR’S PARCEL NUMBERS 5275-003-024, 025, 027, 029, 030, 031, 037, AND 038\nIt is recommended that the City Council consider:\n(1) Waiving the second reading and adopting the proposed ordinances; and\n(2) Taking such additional, related, action that may be desirable.

3-J. CIP 96039 SIDEWALK REPAIR PROJECT – REJECT ALL SUBMITTED BIDS\nIt is recommended that the City Council consider:\n(1) Rejecting all submitted bids for Capital Improvement Project (CIP) No. 96039 – Sidewalk\nRepair Project;\n(2) Taking such additional, related, action that may be desirable.

3-K. AMENDMENT TO AGREEMENT 1932-A1 WITH SA ASSOCIATES FOR CENTRALIZED\nGROUNDWATER TREATMENT SYSTEM\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an Amendment to Agreement 1932-A1with SA\nAssociates, in a form approved by the City Attorney, for Staffing Augmentation and\nConstruction Management and Inspection Services for an amount not to exceed $497,080;\n(2) Appropriating $497,080 for the cost of services proposed in the Amendment ($336,000 in\ncity Water Treatment funds and $161,280 in Water Operations funds); and\n(3) Taking such additional, related, action that may be desirable.

3-L.
