3-A. CONSIDERATION TO REAPPOINT JOSEPH LEON TO THE SAN GABRIEL VALLEY\nMOSQUITO AND VECTOR CONTROL DISTRICT AS THE REPRESENTATIVE FOR THE\nCITY MONTEREY PARK\nIt is recommended that the City Council consider:\n(1) Reappointing Joseph Leon as the City Representative on the San Gabriel Valley Mosquito\nand Vector Control District Board of Trustee for a term of two or four years; and\n(2) Taking such additional, related, action that may be desirable.

PROFESSIONAL SERVICES AGREEMENT WITH FAIRBANK, MASLIN, MAULLIN, METZ\nAND ASSOCIATES TO CONDUCT PUBLIC OPINION RESEARCH\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute an Agreement with Fairbank, Maslin,\nMaullin, Metz and Associates (FM3) in a form approved by the City Attorney; to conduct\npublic opinion research for an amount not to exceed $89,750; and\n(2) Taking such additional, related, action that may be desirable.\nPage 2 of 76

PROFESSIONAL SERVICES AMENDMENT WITH GOVINVEST, INC., FOR LABOR\nCOSTING MODULE SERVICES\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute an amendment with GovInvest, Inc. in a\nform approved by the City Attorney, for labor costing module services in an amount not to\nexceed $89,640 and extend the term of the amendment through June 30, 2027; and\n(2) Taking such additional, related, action that may be desirable.

3-D. RESOLUTION DECLARING THE MONTH OF NOVEMBER 2023 AS “MOVEMBER” TO\nRAISE AWARENESS OF PROSTATE AND OTHER MALE CANCERS\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution declaring the month of November 2023 as “Movember”; and\n(2) Taking such additional, related, action that may be desirable.

3-E. NOTICE OF COMPLETION – VARIOUS CAPITAL IMPROVEMENT PROJECTS\nIt is recommended that the City Council consider:\n(1) Receiving and filing the Notice of Completion recorded by the Public Works Director on\nSeptember 7, 2023 accepting various sewer projects completed by GRBCON, Inc; and\n(2) Receiving and filing the Notice of Completion recorded by the Public Works Director on\nOctober 5, 2023 accepting the Slurry Seal Project (Year 2) completed by Onyx Paving\nCompany, Inc;\n(3) Receiving and filing the Notice of Completion recorded by the Public Works Director on\nOctober 11, 2023 accepting the Street Rehabilitation at Various Locations Project (Year\n1) completed by All American Asphalt, Inc.;\n(4) Receiving and filing the Notice of Completion recorded by the Public Works Director on\nOctober 11, 2023 accepting the Garfield Ave Traffic Signal Improvements project\ncompleted by PTM General Engineering Services, Inc;\n(5) Taking such additional, related, action that may be desirable.

3-F. RECEIVE AND FILE STAFF REPORT SUMMARIZING THE STATUS OF EMERGENCY\nREPAIRS OF THE MONTEREY PASS ROAD WATER LINE\nIt is recommended that the City Council consider:\n(1) Receiving and filing the staff report summarizing the status of emergency repairs of the\nMonterey Pass Road water line; and\n(2) Taking such additional, related, action that may be desirable.\nPage 3 of 76

PREFERENTIAL PARKING DISTRICT: W. 1ST STREET FROM SHERBROOK AVENUE TO\nSCHOOLSIDE AVENUE\nIt is recommended that the City Council consider:\n(1) Opening a public hearing to receive documentary and testimonial evidence;\n(2) After closing the hearing and considering the evidence, adopting a Resolution amending\nResolution Nos. 10931, 11634 and 11744 to include W. 1st Street from Sherbrook Avenue\nto Schoolside Avenue among the preferential parking districts; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed action is exempt from the requirements of the California Environmental Quality\nAct (Pub. Res. Code §§ 21000, et seq.: “CEQA”) and CEQA Guidelines (Cal. Code Regs. Title\n14, §§ 15000, et, seq.) in accordance with CEQA Guidelines § 15305 (Class 5 – Minor Alterations\nin Land Use Limitations). The project involves a negligible expansion of use; there is only a minor\nchange in the operation of an existing use. The project would not result in significant effects\nrelated to traffic, noise, air quality, or water quality and it can be adequately served by all required\nutilities and public services.

5-A. AUTHORIZATION TO ISSUE LEGISLATIVE SUBPOENAS REGARDING THE POTENTIAL\nREVOCATION OF CONDITIONAL USE PERMIT NO. CU-89-004 (AS AMENDED AND\nMODIFIED) HELD BY ATLANTIC SQUARE, LLC.\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution authorizing the Mayor and City Clerk to issue legislative subpoenas\nfor testimony and records related to the potential revocation of CUP No. CU-89-004 (as\namended) that was originally approved via Resolution No. 9356, adopted August 29, 1989\n(and subsequently modified/amended); and\n(2) Taking such additional, related, action that may be desirable.

5-B. DISCUSSION OF PENDING UPDATES TO THE MONTEREY PARK MUNICIPAL CODE\nIt is recommended that the City Council consider:\n(1) Reviewing and approving the schedule for processing proposed updates to the Monterey\nPark Municipal Code (“MPMC”) as outlined in the attached “Code Update Schedule”; and\n(2) Taking such additional, related, action that may be desirable.

A RESOLUTION RECOGNIZING THE MONTH OF NOVEMBER 2023 AS NATIVE AMERICAN\nHERITAGE MONTH IN THE CITY OF MONTEREY PARK (Requested by Mayor Sanchez)\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution recognizing the month of November 2023 as Native American\nHeritage Month In the City of Monterey Park; and\n(2) Taking such additional, related, action that may be desirable.\nPage 4 of 76
