Adopt Resolution No. SA 2023-XX. Authorize the City Manager/Executive Director or its Authorized\nRepresentative, Parks & Community Services Director, or designee to\naccept grant award from the Inland SoCal Creative Corps a\nComponent Fund at the Inland Empire Community Foundation for my\nMoVal Mural Project in the amount of $70,000 in FY 23/24; and\n2. Authorize the City Manager/Executive Director or designee to process\nnecessary budget adjustments and appropriations in FY 23/24 for the\ngrant award funds received.\n3. Authorize the Parks and Community Services Director to move the\nmural locations if any of the primary locations are not viable for any\nreason.

Authorize the Executive Director or its Authorized Representative,\nParks & Community Services Director, or designee to submit a grant\napplication to the California Department of Transportation for funding\nunder the Federal Transit Administration under Section 5310 of the\nFederal Transit Act (FTA C 9070.1G) for the acquisition of an ADA\naccessible vehicle and related equipment and programming costs\nnecessary to transport seniors and individuals with disabilities; and\n2. Adopt Resolution No. CSD 2023-xx. A resolution of the Moreno Valley\nCommunity Services District of the City of Moreno Valley, California,\napproving submission of an application to the California Department of\nTransportation for funding under FTA Section 5310; Approving\ncoordination and implementation of the awarded project; Authorizing a\ndesignated representative to file and execute applications on behalf of\nthe City/CSD, execute and file all certification of assurances, contracts\nor agreements or any other document required by the California\nDepartment of Transportation, provide additional information in\nconnection with the application for the Section 5310 projects, and\nsubmit and approve request for reimbursement of funds for Section\n5310 project/s.\n3. Authorize the City Manager/Executive Director or designee to process\nnecessary budget adjustments and appropriations in FY 23/24 if the\nCSD is successful and awarded grant funds.

Authorize the City Manager to execute the Third Amendment to\nAgreement for Professional Consultant Services with WSP USA for the\nSunnymead Master Drainage Plan Line F and Line F-7 Project,\nsubject to the approval by the City Attorney;\n3. Authorize an amendment to the existing Purchase Order with WSP\nUSA in the amount of $124,255 for a new total purchase order not-to-\nexceed amount of $603,970 once the Third Amendment has been\nsigned by all parties;\n4. Authorize an amendment to the Agreement termination date,\nextending the termination date from December 31, 2023 to December\n31, 2024; and\n5. Authorize the City Manager to execute any subsequent Amendments\nto the Agreement with WSP USA within City Council approved annual\nbudgeted amounts, including the authority to authorize the associated\npurchase orders in accordance with the terms of the Agreement,\nsubject to approval by the City Attorney.

Accept and approve funding in the amount of $750,000.00 in\nMeasure A Regional Arterial (MARA) funds from the Riverside\nCounty Transportation Commission (RCTC) for the Indian Street /\nCardinal Avenue Bridge (Over Lateral A) Project;\n2. Authorize the City Manager to execute RCTC Funding Agreement\nNo. 23-72-099-00, and any subsequent amendments, subject to\nthe City Attorney review and approval;\n3. Authorize a budget adjustment as set forth in the Fiscal Impact\nsection of this report;\n4. Authorize the City Manager to execute the Fourth Amendment to\nAgreement for Professional Consultant Services with Michael\nBaker International for the Indian Street / Cardinal Avenue Bridge\nProject, subject to the approval by the City Attorney;\n5. Authorize an amendment to the existing Purchase Order with\nMichael Baker International in the amount of $745,248 for a new\ntotal purchase order not-to-exceed amount of $1,395,248 once the\nFourth Amendment has been signed by all parties; and\n6. Authorize the City Manager to execute any subsequent\nAmendments to the Agreement with Michael Baker International\nwithin City Council approved annual budgeted amounts, including\nthe authority to authorize the associated purchase orders in\naccordance with the terms of the Agreement, subject to the\napproval of the City Attorney.
